Position Overview: The Wilmington Chamber of Commerce is seeking a Regional TPM Talent Pipeline/Supply Chain Manager to be responsible for designing, implementing, and delivering strategic talent pipeline solutions for a range of health care system employers within the SEAHEC5 county service area. By utilizing the data-driven insights gathered from the Talent Pipeline Management program, this role aims to ensure a robust and sustainable talent pipeline addresses current and future skill gaps for critical jobs and enhances employee and learner engagement and retention across the entire regional health care landscape. The Regional TPM Talent Pipeline/Supply Chain Manager will collaborate and work directly with health care employers, education providers, community partners, and financing partners to align all aspects of the health care talent pipeline around solving data-driven workforce issues. This role requires a deep understanding of the health care industry, strong strategic thinking, exceptional leadership skills, and a customer-centric approach to drive organizational change and meet the needs of multiple health care employers.
The Regional TPM Talent Pipeline/Supply Chain Manager will be employed by the Wilmington Chamber of Commerce and to the CEO with dotted line ing to the state level TPM Regional Support Team and Executive Leadership. The Wilmington Chamber will meet the expectations set by the state level TPM Regional Support Team and Executive Leadership, whose primary responsibility is to oversee TPM success and progress across the state, provide administrative, technical, marketing and communications support, facilitate collaborative group discussions, analyze data and create s, remove policy and funding barriers from state level partners, and measure success relative to goals set.
Organization Overview: As part of a larger statewide initiative, the Wilmington Chamber of Commerce, Southeast Area Health Education Center (SEAHEC), the NC Chamber Foundation and the NC Center on the Workforce for Health are entering into a landmark partnership to aggressively tackle the Wilmington region’s health care workforce shortages. The flagship program for this venture includes the implementation of Talent Pipeline Management (TPM®) across the state’s regions to build ROI-focused partnerships that align workforce programming with employer job demand.
A U.S. Chamber of Commerce Foundation program, Talent Pipeline Management (TPM®) has a proven track record of aligning employer demand with the workforce system’s efforts to supply workers. The core component of TPM® is the formation of employer-led “collaboratives.” These collaboratives then partner with talent providers and follow the rigorous TPM® framework to identify, clarify, and communicate workforce needs clearly with one voice and at scale, aggregate demand-driven, employer-sourced data around most critical talent needs, facilitate employers and educators to first “get their facts straight” before partnering to co-create solutions, and then leverage a robust methodology to accelerate alignment around solution implementation.
Effective execution of the TPM® framework creates a win-win-win scenario for learners, employers, and educators: learners are afforded more access to well-paying careers, employers are delivered a higher volume of quality talent, and educators create higher performing programs.
With North Carolina’s preeminent business voice and the state’s lead organization for health care workforce partnering to scale TPM® statewide, we are creating employer-led collaboratives in up to three regions this year and coordinating workforce development solutions to address these issues systematically and collaboratively. Ultimately, deploying, and sustaining TPM® will better align health care talent supply with job demand.
Within this vision, the NC Center on the Workforce for Health’s key partner, NC AHEC, and the NC Chamber Foundation are activating their statewide organizational infrastructure and regional partnerships to ensure a focus on regional implementation is at the core of the execution strategy. Therefore, the Wilmington Chamber of Commerce will be where the Regional TPM Talent Supply Chain Manager will be employed.
Key Responsibilities:
Strategy Development and Implementation
– With support from SEAHEC leadership and the state level Regional Support Team and Executive Leadership, develop and execute a comprehensive regional TPM strategy for health care system employers, leveraging TPM data-driven insights to identify and address talent gaps, anticipate future workforce needs, and align with overall business objectives.
– Collaborate with senior leadership across multiple public and private organizations to develop and implement sustainable strategic talent pipeline solutions that close the people and skills gap for critical roles identified via the TPM process.
Talent Pipeline Analysis and Management
– Analyze and interpret data from the TPM program to identify trends, gaps, and opportunities for improvement in the talent pipeline across the entire regional health care ecosystem.
– Establish and maintain ROI-focused partnerships among health care employers and educational institutions to build a robust talent ecosystem and ensure a continuous supply of skilled professionals for health care system employers.
– Develop and implement sustainable strategic talent pipeline solutions that close the people and skills gap for critical roles identified via the TPM process.
Workforce Development and Training
-Collaborate with internal departments and external partners, in education and the employment sectors, to design and implement training programs that address current and future skill needs for multiple health care organizations.
– Monitor the effectiveness of training programs and make data-driven recommendations for improvements, ensuring alignment with industry trends and best practices.
Change Management and Communication
– Lead change management initiatives related to regional TPM solution implementation, ensuring effective communication, stakeholder buy-in, and successful adoption of new processes and strategies across multiple health care employers.
– Regularly update senior leadership from various organizations on the progress of TPM initiatives, presenting data-driven insights and recommendations to support decision-making.
– Work with the Regional Support Team and Executive Leadership to identify and create new or alternative funding models for workforce pipelines
Continuous Improvement and Innovation
– Continuously evaluate the effectiveness of regional TPM initiatives, making data-driven adjustments as needed to optimize outcomes for health care system employers.
– Stay current on industry trends, best practices, and emerging technologies in health care talent management, incorporating innovative approaches into the region’s TPM strategy.
Qualifications:
· Exceptional leadership and communication skills, with experience in change management and stakeholder engagement across multiple organizations.
· Bachelor’s degree in Business Administration, Human Resources, Health care Management, Political Science, or a related field. A Master’s degree is preferred.
· A minimum of 5 years of progressive experience in human resources, talent management, or workforce development, nonprofit leadership, education leadership.
· Proven track record of designing and implementing successful strategies that require change management and stakeholder engagement.
· Strong analytical skills, with the ability to analyze complex data and make data-driven decisions.
· Strong project management skills, with the ability to manage multiple projects and deadlines simultaneously while addressing the needs of various health care employers.
· Commitment to be trained as a TPM® Practitioner and in Talent Finance principles upon being onboarded.
