The role:
We have an exciting opportunity for an experienced Financial Accountant to lead a small team of professionals accountable for statutory financial reporting, treasury, bank reconciliation and administration, tax compliance, external funding and asset accounting for Willoughby City Council
Reporting directly to the Chief Financial Officer and part of the Finance Leadership Team, this role is integral in ensuring that Council meets its statutory financial reporting and other compliance obligations.
Key responsibilities:
- Leadership and development of staff reporting to the position.
- Accountable for planning, preparation, delivery, audit and on-time submission of annual statutory financial reporting obligations.
- Accountable for ensuring that annual Financial Statements comply with relevant International and Australian Accounting Standards and the Local Government Code of Accounting Practice.
- Responsible for the completeness, accuracy and existence of Council’s Financial Asset Register. Accounting for capitalisation, disposal and revaluation of Council’s financial assets.
- Accountable for the accurate preparation and timely submission of Council’s Fringe Benefits Tax return; Council’s Business Activity Statements; required Grant acquittals and other period financial statements for external bodies
- Ensuring satisfactory internal audit controls are in place relating to all financial activities of council.
- Monitor daily and short, medium and long term cash-flow requirements. Ensure appropriate funds are available to meet commitments while investing excess funds.
- Management of Council’s Investment portfolio. Optimise interest returns on cash holdings of over $100 million by assessing and recommending investments to the Chief Financial Officer.
- Accountable for accurate and timely daily bank reconciliations and management of Council’s loan portfolio.
- Responsible for providing budget inputs for assets, grants and interest Managing Financial Accounting Section budget; and asset management system administration and reconciliation
- Responsible for providing training and guidance in asset management processes, concepts and accounting.
- Reconciliation of Senior Staff Total Remuneration Packages (TRPs).
- Collaborate with Management Accounting Team on month and quarter end close procedures, accruals and reconciliations.
- Assist with monthly, quarterly and ad-hoc financial reporting and analysis.
We are looking for:
- Tertiary Degree qualifications in Accounting, Finance or related discipline.
- Demonstrated extensive experience in financial accounting.
- Demonstrated ability to lead, motivate and develop staff in a team environment.
- Demonstrated high level organisational and time management skills with the ability to prioritise workloads to meet deadlines.
- Demonstrated experience in influencing and achieving outcomes through a range of senior stakeholders.
- Extensive knowledge of Australian and International Accounting Standards.
- Advanced level computing and analytical skills, financial modelling and problem solving. Demonstrated experience in working with an enterprise level finance and asset management system.
- Demonstrated experience in writing executive level and public reports and documents.
