A. Purpose and Scope of Position
Responsible for full cycle recruitment and onboarding for WDS. Responsible for effectively partnering with management to understand business needs; developing, executing and tracking recruiting strategies; identifying, using and evaluating a variety of recruiting sources to attract and develop a diverse pipeline of candidates; screening, interviewing and selecting candidates for positions in the organization; collaborating with management in arranging interviews for qualified applicants and creating and negotiating job offers; ensuring successful onboarding of new hires and compliance with federal, state and local laws and regulations.
Provides support in functional areas of a human resources department, which may include social media, employment verifications, personnel records, job evaluation, compensation management, benefits administration, and training.
B. Organizational Relationship
This position reports to the HR Generalist/Recruiter and is responsible for communicating effectively with other staff within and outside the corporate headquarters.
C. Duties and Responsibilities
· Participates as active member of the HR Team to help ensure the design, management, and administration of hiring and employment programs that support and align with the strategic plan, mission, vision, and core values of WDS.
· Sources and screens all candidates to send to hiring managers
· Acts as the primary contact for candidates
· Post, update, and monitor job postings on internal website
· Processes reference checks, assists with interview scheduling, room reservations, sends regret letters, internal offer letters and transfers.
· Maintain collaborative partnership with hiring managers
· Answer phone and emails from applicants, new hires, current employees and management in a timely manner
· Uses various information system tools to manage the integrated recruitment process by accurately entering data and generating reports.
· Partners with HR Manager and Fire Officers on recruitment advertising, job fairs and other outreach related to recruitment and retention
· Maintains knowledge of legal and regulatory updates as they relate to talent acquisition processes/procedures to keep compliant.
· Utilize all aspects of the ADP applicant tracking system at the expert level
· Maintain meticulous records of candidate outreach and contact in applicant tracking system
· Maintain strict confidentiality about personal and salary information
· Assist with pulling and tracking monthly HR Metric benchmarking reports (Turnover, time to fill, open jobs, sign on and relocation, etc) on a monthly, quarterly and annual basis.
· Track and report advertising and marketing costs for recruitment
· Assists with exit interviews (sending out surveys, collecting and reporting on data collected)
· Assist with creating custom employee packets for onboarding
· Assists in New Employee Onboarding
· Assist with completing all required paperwork for all new employees. Including verifying identification, completing employer portion of I-9 and verifying/documenting required certifications and licenses
· Assist in tracking onboarding for effectiveness and send monthly reports to HR Manager
· Assist with processing background checks
· Assist with facility tours to new employees
· Establish trust and confidence by maintaining a high level of credibility, integrity, and skilled communications with managers, peers and candidates.
· Actively participates and contributes to process improvement strategies and projects within the Human Resources and overall WDS Team

· Strong computer abilities and proficiency with Microsoft Word, Office, Excel and PowerPoint.
· Interpersonal communication skills with which to establish a rapport and exercise sensitivity to the diversity, needs, ideas and feelings of others
· Can develop skill with required technologies (ADP applicant tracking systems, job portals, web content, etc)
· Excellent verbal and written communication skills, including superior grammar, spelling, and proofreading skills.
