Whatcom Community College invites candidates to apply for the Dean for Workforce Education position. The Dean for Workforce Education is responsible for providing administrative leadership to the programs of health professions and workforce (professional-technical) education including massage therapist, medical assisting, physical therapy assistant and visual communications programs. WCC offers excellent professional-technical programs, including programs focused on business, technology, health, early childhood education, and more. The Dean for Workforce Education will serve as the administrator responsible for providing area-wide leadership, guidance, supervision, and direction for instructional courses, faculty, services, and staff while establishing innovative goals and plans for strategic workforce partnerships that serve community needs.

Reporting to the Vice President for Instruction, the dean will work with faculty and staff to support, build, and strengthen programs and practices that advance institutional goals. This position directly relates to all four (4) institutional core themes – achieving success, building community, advancing equity, and enhancing effectiveness.

Dean Responsibilities

Leadership

• Oversee professional-technical programs in collaboration with other college leadership, including faculty department chairs, program coordinators and program-specific directors.
• Oversee the community and continuing education program, support the development of new courses, customized training opportunities, and industry partnerships.
• Motivate faculty and staff participation in support of educational priorities (e.g., articulation initiatives, assessment of student learning outcomes and learning college initiatives, program development and program review).
• Lead applications for and the implementation of local, state, and federal grants that support college programs and services.
• Serve on advisory boards, college committees, and task forces to represent the college on local, regional, and state activities.
• Promote equity at WCC through the development and implementation of inclusive practices related to enrollment, program admissions, teaching & learning, and student achievement.
• Support new curriculum development, program viability evaluation, program changes, Guided Pathways initiatives, scheduling issues, and accreditation of health programs.
• Monitor program performance and budgets; ensure compliance with program accreditation, state, and college standards in collaboration with program and department leadership. Maintain appropriate systems for tracking accurate data and information; create reports that meet college timelines.

Partnerships

• Promote partnerships with business, industry, and educational institutions on regional workforce system initiatives.
• Serve as a liaison between the division and local communities in matters relating to instruction and foster educational partnerships within local communities.
• Develop and monitor interagency and contractual agreements with other institutions for joint programs, activities, contracts, and sub-contracts.
• Develop and track articulation agreements for student pathways to and from high schools, community and technical colleges, and other higher education institutions.
• Develop and maintain a broad perspective on emerging community healthcare and workforce needs and trends regionally, across Washington State, and nationally; develop and maintain critical partnerships in support of projects and collaborations locally and state-wide.

Workforce education program management

• Lead the review of program performance and make recommendations for program expansion, new programs, applied baccalaureate degree programs, or program discontinuation based on institutional and workforce data or legislation and funding.
• Serve as WCC’s representative to the statewide workforce education council (WEC) and other local workforce councils.
• Serve as WCC’s workforce liaison to the Washington State Board for Community and Technical Colleges (SBCTC) regarding workforce programs, policy, and funding.
• Develop inter-agency and contractual agreements with other educational and industry organizations.
• Ensure compliance with statewide workforce funding programs, including Perkins, worker retraining, and basic food employment and training (BFET).
• Supervise relevant professional-technical faculty and staff.
• Support institutional and program-specific accreditation efforts.
• Develop, in collaboration with others, marketing strategies for professional-technical and continuing education programs.
• Collaboratively develop, lead and implement grant funding opportunities that add resources to the college; develop and oversee project contracts, outcomes, and deliverables; oversee and develop project budgets, reports, and data collection.
• Conduct research on workforce needs and opportunities.
• Assist in grant writing and grant preparation, including the oversight and implementation of grant-funded projects.
• Other duties as assigned.

Dean Qualifications

Minimum Qualifications:

• Master’s degree from an accredited college or university.
• Demonstrated success with collaborative leadership style and promoting a culture of inclusion.
• Teaching experience in a community college system.
• Experience in successful grant administration, funding, management, planning, preparation, reporting and writing within post-secondary education.

Preferred Qualifications:

• Demonstrated critical thinking skills within a structured environment.
• Computer skills necessary to perform position responsibilities.
• Ability to work a flexible schedule as required.

Dean Salary and Appointment:

• This is a Permanent, full-time Administrative/Exempt position. Exempt from Washington State civil service law with an annual salary of $105,000.00.
