POSITION: Career and Technical Education Skills Specialist
DEPARTMENT: Waterbury Public Schools, District-wide
SALARY: $40.00 to $90.00 per hour (Based on education and experience)
PART I – POSITION SUMMARY:
The Career & Technical Education Department is committed to preparing all students for college, career, and life readiness and articulating post-high school plans for enrollment, employment, or enlistment. We focus our efforts to develop a student’s competitive advantage by offering a comprehensive experience related to academic, technical, and professional skills. The department has developed a flexible academy model that includes robust career pathways and comprehensive programs of study that focus on high wage, high demand, and high skill careers. Our engaging curriculum, innovative instruction, and effective assessments infuse opportunities for students to earn college credit, participate in work-based learning experiences and earn industry-recognized credentials that leverage career connected learning, employment skills, and career-ready practices.
The Waterbury Public Schools will be hiring Specialists for the following Career Pathways:
PART II – MINIMUM KNOWLEDGE, SKILLS AND ABILITIES
A. EDUCATION AND GENERAL EXPERIENCE:
1. Hold (A) an associate degree or a bachelor’s degree in the field of manufacturing, allied health, computer technology, engineering or any of the construction trades, from an institution of higher education accredited by the Board of Regents for Higher Education or Office of Higher Education or regionally accredited, or (B) a credential, as defined in section 10a-34h of the general statutes (see below), in the field of manufacturing, allied health, computer technology, engineering or any of the construction trades;
2. (2) have a minimum of two years of work experience in the field of manufacturing, allied health, computer technology, engineering or any of the construction trades.

1. Incumbents in this class may be required to possess and retain a current Motor Vehicle operator’s license.

Employees appointed to positions in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity and must maintain such physical fitness as to be able to perform the duties of the class.

CAREER AND TECHNICAL PATHWAYS INSTRUCTOR PERMIT
(Effective July 1, 2022) (a) For the school years commencing July 1, 2022, and July 1, 2023, the State Board of Education, upon the request of a local or regional board of education or a regional educational service center, may issue a career and technical pathways instructor permit to any person with specialized training, experience or expertise in the field of ; manufacturing, allied health, computer technology, engineering or any of the construction trades.

What does permit authorize? Under the bill, these permits allow individuals who meet specified criteria to teach part-time position of not more than twenty classroom instructional hours per week as a teacher of a class in the person’s area of specialized training, experience or expertise in a specialized field (i.e., manufacturing, allied health, computer technology, engineering, or the construction trades) for the 2022 and 2023 school years.
Who is eligible? Such person shall (1) hold (A) an associate degree or a bachelor’s degree in the field of manufacturing, allied health, computer technology, engineering or any of the construction trades, from an institution of higher education accredited by the Board of Regents for Higher Education or Office of Higher Education or regionally accredited, or (B) a credential, as defined in section 10a-34h of the general statutes, in the field of manufacturing, allied health, computer technology, engineering or any of the construction trades; and (2) have a minimum of two years of work experience in the field of manufacturing, allied health, computer technology, engineering or any of the construction trades.
Salary Range/benefits: $40-$90 an hour based on experience, credentials, and certifications. Up to 20 hours per week. No benefits as position is part-time 20 hours or less.
Teaching Support: The bill requires the employing board or RESC to provide a program, developed in consultation with SDE, to help these permitted instructors with academic and classroom support.
Supervision: During a period of such employment, a person holding a career and technical pathways instructor permit shall be under the supervision of the school principal with the support of the CTE supervisor. They shall regularly observe, guide and evaluate the performance of assigned duties by such holder of a career and technical pathways instructor permit.
