EXAMPLE OF DUTIES
The Accounting Manager in the Accounting and Finance Department supports the vision and strategy for countywide accounting and financial services by ensuring fiscal integrity through consistent application of policies related to the general ledger, accounts payable, payroll, treasury, collections, and accounts receivable. This position is an active member of the department’s management team.
MINIMUM QUALIFICATIONS

SUPPLEMENTAL INFORMATION
DUTIES AND RESPONSIBILITIESManage day-to-day accounting operations on a countywide basis: • Ensure overall fiscal integrity;• Ensure compliant procedures for the general ledger, accounts payable, payroll, treasury, collections, and accounts receivable;• Assist in identifying technology solutions and responsibility for the department’s technology; and• Manage and monitor day-to-day Accounting and Finance Department Operations.Supervise Staff: • Interview and make staff recommendations;• Create and manage work schedules;• Provide work direction and review work for accuracy;• Develop and facilitate staff training;• Guide staff through changes in laws, processes, services or programs;• Provide professional accounting leadership to staff in other departments;• Respond to grievances or special issues; and• Conduct performance reviews.Manage financial systems, processes and reporting procedures: • Develop reporting systems for performance and management control of County operations;• Develops feasibility studies, cost justifications and make personnel level, equipment and training cost recommendations;• Anticipate and respond to new financial legislation and make changes as needed;• Audit, evaluate and document current processes and procedures to ensure adequate controls;• Help design, develop and implement Department policies and procedures and makes recommendations on workflow;• Revise systems and processes as needed;• Research, design and incorporate new programs to existing system to ensure accounting practices are compliant;• Research trends and best practices;• Provide leadership and assistance for Countywide re-engineering and system enhancement projects;• Participate in the preparation and management of the department budget;• Monitor revenues and spending and approve expenditures;• Provide advice and assistance regarding financial operations to stakeholders;• Ensure proper integration with financial systems and audit integrity;• Forecasts income and expenditures; and• Assist external auditors in the review and auditing of operations, preparation of audit, and preparation of the annual financial report.May represent department at meetings and conferences.Perform other related duties as assignedWORK ENVIRONMENT Work is sedentary in nature and involves sitting most of the time. Physical effort is light for the Work performed is sedentary in nature, and typically performed within the Government Center or a satellite office. Lifting requirement of up to 50 pounds on an occasional basis. Equipment used may include, but is not limited to, computer, typewriter, calculator, telephone, camera, and microfiche reader, cash register, and copy and fax machine.Work interruptions are frequent. There is some pressure associated with dealing with individuals who may be emotionally charged and with project or activity deadlines and details. Driving or riding to work at a service center, attend meetings, participate in or lead training sessions, etc. may be required.
