The main purpose of the role is to ensure effective financial reporting of information to Budget Holders and external bodies for the purpose of statutory reporting of financial performance (Statement of Accounts), budgetary control, decision making and ensuring effective financial control over the day to day operation of the Force, ensuring that financial regulations and policies are adhered to. This will be done under the guidance of the Senior Finance Officer and to support the Finance Business Partners and Financial Accountant.
Main Responsibilities:
To support Budget Holders to ensure effective management of Force budgets, (capital and revenue) ensuring value for money is achieved and that spend against budgets is accurately recorded and reported.
To undertake detailed analysis of expenditure and income to provide management information to aid decision making and statutory and non-statutory reporting, including statistics.
To support the setting of annual pay and non-pay budgets for their areas of responsibility, working with relevant budget holders. Including ensuring accurate and timely establishment monitoring information is available.
To ensure accounting procedures are followed at period end and year end to facilitate timely and accurate management and statutory reporting. This will involve posting journals and virements in accordance with financial rules and policies.
To promote compliance with financial regulations, accounting instructions and other statutory instruments. This may include carrying out management audits for certain areas of business.
To build effective relationships with supported organisational areas and with Contracts and Procurement staff to ensure that a joined up approach to purchasing, procurement and budget management is in place.
To correctly account for any projects, operational incidents or other cross cutting / corporate events in order to facilitate the provision of accurate management information and securing appropriate reimbursement, including grant claims.
To ensure that all income is correctly accounted for, the budget is accurate and that fees and charges are regularly reviewed.
To support the delivery of the Treasury Management Policy.
To administer purchasing cards and reconcile payments to the main bank account and ensure transactions are recorded accurately in the general ledger.
To carry out balance sheet account reconciliations as directed.
To complete VAT and other standard tax returns to HMRC and reconcile these to the general ledger.
Support with the production of government and other statistical returns and reports.
To complete the daily summary cash sheet and undertake investment of surplus balances or secure short-term loans in line with the Treasury Management Policy.
Maintain imprest accounts and authorised signatories lists.
To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.
Experience/Skills:
AAT qualification or ability to evidence substantial experience working to this level of understanding
5 A-C grade GCSEs (or equivalent) including Maths and English
A clear understanding of financial regulations and policies and an appreciation of wider accounting regulations and principles
Experience of budgeting and budgetary control in a professional accounting environment
Experience of financial accounting in a professional accounting environment
Operating and extracting data from a Finance system
Working to a high degree of accuracy and pays attention to detail
The ability to work unsupervised on own initiative to tight deadlines whilst remaining professional
Excellent and effective interpersonal and communications skills demonstrating the ability to deal tactfully and sensitively with people at all levels
Proven track record as an effective team player
Able to extract data from finance systems and present into meaningful reports, tailored for a particular audience
Competent in the use IT including Microsoft Excel, Outlook and Word
Special Conditions:
Periodic Travel within Warwickshire may be required
