Melbourne Priority Precincts (MPP)
The Melbourne Priority Precincts Project will deliver the biggest hospital project in Australia’s history, with upgrades to the Royal Melbourne Hospital and Royal Women’s Hospital and the construction of a new Arden medical precinct connected by a new train line.
An outstanding career opportunity is open for an experienced Senior Executive who is a highly focused and motivated professional, passionate about leading a high-performing, experienced and close team for the delivery of this significant public infrastructure Project.
To successfully deliver this critical role, you will have extensive experience successfully delivering High Value High Risk infrastructure projects across the procurement and delivery phases. The Senior Executive Program Director will have strong demonstrated experience working effectively within a highly complex multi-disciplinary environment, communicating with a range of senior stakeholders, and delivering exceptional quality public infrastructure on time and on budget. The Senior Executive Program Director will lead a program of work which involves multiple multi-million- and multi-billion-dollar projects with substantial public scrutiny and impact which must be led with clear and effective leadership acumen and expertise.
You will need to be an established senior manager, with substantial health or major infrastructure development and delivery experience, PPP development and delivery experience is important as well as the knowledge and personal skills to deliver this complex MPP Program.
The Senior Executive Program Director will operate in a fast paced, performance focused workplace where you will be required to work with substantial autonomy and accountability.
The Senior Executive Program Director requires an individual with exceptional people and stakeholder management skills, with the role required to oversee, advise and collaborate with multi-disciplinary project teams (including external consultants) and be the key Melbourne Priority Precincts (MPP) program interface with health service providers, ministers and industry (including the private sector Public Private Partnerships (PPP) market) as well as brief and advise other senior VHBA and Departmental executives (including CEO, Victorian Health Building Authority and the Deputy Secretary, Health Infrastructure). You will carry significant delegations on behalf of the Minister and Secretary under the Project Development and Construction Management Act 1994.
The successful applicant will translate the Department’s strategic objectives of ensuring all Victorians are able to access good health and wellbeing into the tendering, commercial and contractual requirements of VHBA’s PPP projects throughout all key phases of project development (planning, procurement, delivery, and operations).
The Senior Executive Program Director will act for VHBA in successfully directing the MPP program including directly overseeing Executive Project Directors and Project Directors in the strategic management of their MPP health infrastructure projects, managing large multi $Billion budgets for various stages of the program to deliver the largest hospital infrastructure project in Australia to date.

VHBA also provides technical support across engineering, property, asset management and environmental sustainability disciplines.
