SUMMARY OF POSITION:

Reporting to the TBD and working closely with each member of the Finance and Accounting Department and our external partners, this position will be involved in activities that include data analytics, bond and debt issuance and associated compliance and reporting, and a wide range of Agency accounting and budget functions. Ideally, this position will evolve and over time gain a comprehensive overview of the expertise the department is required to field. This position is tailored for an individual who has an interest in pursuing a career as a senior public finance professional.

SPECIFIC RESPONSIBILITIES:

Bond/Debt Management:

1. Support the CFO, Controller and Manager of Bond Finance and Investments in providing necessary data toAgency management, financial advisors and auditors for preparation of financial reports, including cash flows, bond and debt management calculations, financial study updates and special projects and analyses as required.

2. Support the CFO and Manager of Bond Finance and Investments in the structuring, issuance and ongoing management of bond and other debt transactions, working with Finance staff, financial advisors, underwriters, swap and liquidity providers and bond counsel to develop and execute the most financially effective debt financings for the Agency.

3. In conjunction with the CFO, Controller and Manager of Bond Finance and Investments, work withHomeownership and Community Development management to ensure proper allocation of single family and multi-family loans and mortgage-backed securities between the Agency’s various funding sources.

Financial Reporting: 1. Support the Controller and Manager of Bond Finance and Investments in preparing quarterly financial statements, footnotes, and supporting schedules including formatting and setup of computerized financial statements.

2. Support the Controller, Assistant Director of Finance and Manager of Bond Finance and Investments in the execution of the Agency’s annual audits.

3. Work with CFO and Assistant Director of Finance and Controller to develop and continually enhance the financial reporting package for the Board of Commissioners.

Compliance:

1. Support the Manager of Bond Finance and Investments in the preparation and distribution of annual disclosure reports for all outstanding bond issues and the monitoring of and compliance with arbitrage rebate and other tax rule requirements.

Portfolio Management:

1. Support the CFO, Controller, Assistant Director of Finance and Manager or Bond Finance and Investments in managing the Agency’s investment portfolio and associated funds and accounts.

Financial Systems:

1. Support the Assistant Director of Finance and Manager of Bond Finance and Investments in assuring the functionality of the Agency’s Mitas debt service, accounting, cash and investment software modules.

2. Work with CFO and Assistant Director of Finance and Controller to leverage Mitas systems functionality to improve procedures and implement best practices in the finance area.

New Programs, Special Projects:

1. Work with Finance staff and other Agency departments to implement and manage new Agency programs and execute special projects as required.

EDUCATION REQUIREMENTS:

• Bachelors degree strongly preferred – and preferably in a quantitative field.

JOB KNOWLEDGE AND EXPERIENCE:

• Three years’ experience in affordable housing, real estate, and/or other public sector accounting, finance and analytics is preferred.

• Keen interest in the complex mechanisms for providing affordable housing is required.

• General working knowledge of accounting and finance concepts and software systems required.

• Proficiency with databases and the ability to query databases for reporting and analysis is desirable.

• Must be proficient in Microsoft Excel.
