The Finance Manager will oversee the financial management of the administrating node of the office of The Centre of Excellence for Quantum Computation and Communication Technology (CQC2T). The position will manage and maintain all financial processes at UNSW and administer the correct implementation of the Centre’s budgetary plans. This includes monitoring of the income and expenditure, forecasts and timely financial reporting and advice to the Director, Chief Operations Officer (COO), UNSW, the Australian Research Council and the Centre Advisory Committee. The position will also be required to advise on financial matters to the senior staff and Faculty members, individual program team members, and the Executive Officers.

The Finance Manager needs to initiate, develop and implement new and improved procedures to meet the demands of a growing Centre with new partners and opportunities for new research contracts. The position must also monitor changes in UNSW financial and administrative procedures and implement them at the Centre.

• $112k – $126k plus 17% Superannuation and annual leave loading
• Fixed Term – 2 years
• Full-time (35 hours per week)

This role of Finance Manager reports to Chief Operations Officer and has 1 direct report.

Specific responsibilities for this role include:

• Oversee the overall Centre forecast and expenditure to ensure it is in line with the funding bodies and grants.
• Monitor and report Centre’s budgets & expenditure by program and by grant.
• Provide strategic, timely and accurate financial information and advice to the Director and COO in management of Capital and research grants income and expenditure.
• Prepare financial expenditure statements and reports.
• Monitor, analyse, investigate and advise relevant program and other managers regarding inconsistencies, budget variances (period and year-to-date), incorrectly allocated expenses, breaches in UNSW policy and corrective action.
• Provide general procedural and expert financial advice and assistance to all managers and new staff as required.
• Record, track, reconcile and report on Grants and other Centre income received. Monitor variances against annual budget and annual revised forecast and take any follow up action.
• Monitor, review, analyse and manage changing and/or emerging situations and provide advice and/or solutions with regard to the Centre’s financial and general administration.
• Implement best-practice business processes and ensure compliance with University policy and procedures and train staff and students at the Centre.
• Prepare financial reports for Research and other granting bodies (e.g. Australian Research Council, US Army Research Office etc.).
• Ensure scientific program, administration and laboratory annual expense budgets are timely distributed and regularly monitored.
• Utilise NSS Financial and HR modules to provide financial data and information and develop spreadsheets for the compilation of the financial statements and reports, ensuring all records are accurate and comply with UNSW policies, procedure and guidelines.
• Instigate and process journal entries, instigate the opening and closing of projects and setting as inactive, and other accounting maintenance for the Centres and UNSW accounting.
• Manage the Centre’s Accounts Payable function including approval aspects, checking FBT and GST implications. Processing for payment in a timely manner in accordance with all relevant policies, procedures and guidelines. Check account distribution numbers on purchase requests, expense reimbursement forms, purchase card transactions, HR & Scholarship forms.
• Maintain Centre’s salary and salary on-costs and stipend allocations (~ $2M pa) to meet Centre contractual / stakeholder requirements, including retrospective transfers and revising destination project numbers.
• Manage the Accounts Receivable function for the Centre including invited travel recoveries, insurance recoveries, workshop recoveries, scientific services to other nodes, US dollar payments from US Army, and node contributions to the Centre’s expenses including the Annual Report. Raise relevant debtor’s invoices and follow up payment delays with requests to for payment.
• Oversee and undertake the generation and processing of purchase orders.
• Liaise with other UNSW departments e.g. Science Faculty, School, GMO, Accounts Payable Department, Buyers network, Accounts Receivable Department.
• As required, work collaboratively with the Centre’s partner organisations and Silicon Quantum Computing Pty Ltd to assist with financial tasks.
• Manage the Centre’s credit cards and ensure their use is within UNSW, Faculty, School and Centre’s policies, procedures and guidelines.
• Proactively consider improvements to all current processes and make recommendations to COO.
• Supervision of Administrative staff for Centre’s financial processing of payment of invoices, purchase orders, expense reimbursement, and credit card reconciliation.

To be successful in this role you will have:

• A degree with substantial extension of the theories and principles or postgraduate qualifications with experience in financial management and budgeting.
• Demonstrated capability in financial reporting and the provision of financial advice.
• Demonstrated ability to monitor and manage financial compliance against policy and procedures.
• Outstanding interpersonal and communication skills, including the ability to relate effectively to people of varying backgrounds and levels of seniority from student to Director.
• Possess leadership qualities, drive, enthusiasm, problem solving skills and initiative.
• Demonstrated ability in establishing work priorities, particularly managing complex tasks within critical deadlines.
• Exceptional technical skills in financial and administration systems and reporting, specifically a high level NSS System knowledge.
• Advanced computer skills in general, and in particular, using Excel software including the design and auditing of advanced spreadsheet applications.
• Demonstrated skills to analyse, develop and implement improved systems and processes.
• Demonstrated ability to provide a high-quality client service.
• An understanding of and commitment to UNSW’s aims, objectives and values in action, together with relevant policies and guidelines.
• Knowledge of health and safety responsibilities and commitment to attending relevant health and safety training
