Who are we looking for?*
UKAEA has an exciting opportunity for a highly strategic and innovative HR professional to lead on talent acquisition and management. The role will be creating new frameworks and opportunities and will make a significant contribution to our employee value proposition. To be successful in this role you will have the ability and experience to define and implement the strategies and methodologies to identify, motivate, develop and retain the right talent, in order to deliver the organisational mission, goals and strategic priorities, and achieve business objectives.
This role will involve collaboration across all business areas, therefore you will require excellent interpersonal skills, with the ability to challenge and influence extensively. You will be an strong people manager with experience building teams, leading on projects and managing change, with the motivation and drive to deliver results in a timely and effective manner.
What will you be responsible for?

• Devising and implementing a long term talent attraction and management plan.
• Defining a competency framework that meets the needs of the entire organisation and developing standard job descriptions which can be used for all roles across the business and using this to develop career pathways.
• Establishing, developing and directing an approach to professional development championed by ‘Heads of Professions’ across UKAEA.
• Identifying the talent, roles and capabilities required to deliver critical success through the design and implementation of a talent review process.
• Managing contracts through which c.500 agency workers are engaged.
• Aligning talent acquisition and talent development approaches to drive consistency, enabling a smooth and connected employee experience
• Developing and reviewing performance metrics to assess effectiveness, compliance and value for money.
• Ensuring inclusion and diversity in facilitating access to opportunities.
• Integrating a programme of inward and outward secondments to organisations across the UK, Europe and globally.
• Taking a leading role in the implementation and ongoing delivery of workforce planning for the UKAEA.
• Reviewing the approach to job evaluation, developing proposals for improvements, gaining buy-in and implementing them to make the process highly effective and responsive to business needs.
• Identify best practice approaches to service delivery, including the identification and procurement of cost-effective solutions.
• Responsible for the management and development of colleagues reporting to the role, including recruitment, development, performance management, and building a culture of continuous improvement to increase effectiveness.
• Actively participate and contribute as a member of the People Senior Leadership Team.

Qualifications*
Essential skills, experience and competence required*

• Educated to degree level or demonstrable equivalent experience.
• CIPD Qualified to L7 (Diploma) as a minimum.
• Significant experience and a deep understanding of talent attraction and/or talent management to meet the capability needs of complex organisations, meeting time, quality and cost requirements.
• Excellent team management and people skills, including coaching and developing others.
• Experience of developing strategic priorities and using those priorities to enable culture change.
• Strong interpersonal and influencing skills, and the ability to challenge robustly.
• Experience of managing and reporting on budgets and performance metrics.
• Creative in finding solutions to support the organisation to achieve its goals.
• Highly motivated and collaborative.
• It is essential that this person is at once 1) highly strategic, 2) able to foresee and provide for the practical implications of changes to existing methodologies or of introducing creative new ideas, and 3) focussed and capable of driving the implementation of proposals in a timely manner.
• Experience of selecting and implementing software to support the effective delivery of the service.

Desirable skills, experience and competence

• Experience of leading on talent acquisition and/or management within a complex/matrix technical, engineering or scientific research environment.
• Experience and understanding of job evaluation methodologies.
