UCLA Health Hiring for Manager, Applications Development Team Full Time

Under the general supervision of the director of ISS Connected Health applications, the Application Development Manager will be responsible for managing support of a diverse range of UCLA Health web and mobile applications. The individual will be responsible to manage several teams of programmer analysts and a project manager in supporting the core financial, clinical and patient tracking systems of the Medical Enterprise.

In this role, you will:

• be responsible for the maintenance, problem resolution, enhancements, and extensions of functionality for existing enterprise applications, and for development of new applications as assigned
• working directly with client managers and individual contributors to assess their application needs, propose solutions and will oversee the building, testing, and implementation of approved efforts
• managing the application change control process, including tracking of service requests throughout their life cycle, ensuring the quality of design, programming, and testing
• collaborating with peers and management in the development of processes to provide quality application support. This includes coding, tracking documentation, and version control standards.

• accomplishing application analysis, code modification and development, and project management.

• supervising, developing, and motivating several teams of highly technical information systems professionals including the accomplishment of performance reviews, ongoing performance feedback, and as necessary, disciplinary activities
• managing the hiring process of application programmers with an aim of ensuring both near-term and long-term effectiveness
• Overseeing the service request process across all the application teams, ensuring that efforts are properly approved, tracked, and ed, quality is maintained, and senior ISS and client management are kept effectively informed.

• Minimum of Bachelor of Science degree in IT or a closely related discipline; masters preferred
• Minimum 8-10 years’ of development experience in healthcare technology organization with increasing levels of responsibilities and complexity of projects and applications.

• Proven experience with end to end management of software development lifecycle
• Proven experience in overseeing the direction, development, and implementation of application solutions in health care environment.
• Expert in web and mobile application development including object/service oriented architecture and design of web and mobile applications on various platforms. Proficient in or familiar with Linux, shell scripts, Tomcat/TomEE, Websphere, Nginx, WAF, Java, JavaScript, Node.js/React Native and other JS frameworks, Ionic and other HTML5 frameworks, IIS, .net, C++, iOS, Swift, HealthKit/ResearchKit/CareKit frameworks, Android, https, HTML, xml, SOAP, JSON, RESTful, FHIR, SSO, OAuth, OpenID, SAML, and knowledge of both relational and noSQL databases
• Proven skills in managing large, complex projects and able to manage multiple fast-paced technical projects. Familiar with both Agile and Waterfall project management methodology, and able to apply relevant aspects of each to complex projects.
• Ability to evaluate different technologies and select the best options for application build to meet business requirements
• Experience in working with vendors, in particular on contract negotiation
• Ability to evaluate vendor products and provide recommendations from technical perspective
• Experience in design and development of large scale application integrating with multiple systems on a variety of platforms
• Familiar with medical terminology, or be willing to learn quickly
