Position Responsibilities:

This Human Resources professional has accountability for fulfilling recruiting requirements for all assigned departments, and will lead the execution of effective full-cycle, source-to-hire recruiting strategies and selection processes under the direct supervision of the Talent Acquisition Manager

Responsibilities of this position include:

• In partnership with Talent Acquisition Manager and Channel Manager, develops, initiates and implements an effective, on-time recruitment plan for assigned departments to source and attract applicants, and interview, select and hire great employees. This includes the execution of a progressive search strategy that uses a comprehensive sourcing methodology. Sourcing will involve a combination of elements including but not limited to: social media, job boards, organized hiring events, cold calling, and professional networking. The Recruiter will identify new innovative sourcing tools when required to successfully complete searches.
• Partners with the hiring manager to review job description requirements, and implement an effective interviewing and selection process that assess candidates against job qualifications and involves all necessary departments or areas of the business. The Recruiter trains and coaches participants, including hiring managers, on interviewing, selection and the hiring process when required. The Recruiter provides interview questions to participants in the selection process when needed. Completes satisfactory reference checks as required or requested.
• Screens applications and interviews candidates for exempt, hourly, temporary and seasonal positions. Presents a slate of candidates for assigned searches that meet the criteria and qualifications identified by the hiring manager and outlined in the job description. Refers qualified candidates to assigned departments for further evaluation through the selection process. Actively identifies qualified American Indian candidates for consideration. Fills 75% of openings within targeted Time-to-Fill goals (see chart below).
• Uses the applicant tracking system in accordance with established SLA’s, data standards, processes and procedures.
• Maintains continuous communication with hiring managers, including organizing and leading “kick-off” meetings for new searches, and regular scheduled recruiting update meetings. Works cooperatively with the management of assigned departments. Has working knowledge of wage rates, budgeted payroll dollars, monthly payroll variances, headcount (FTEs) and general recruiting issues of the department.
• Appropriately represents the company in the community at colleges and universities and with other employment security agencies. Builds effective professional networks locally, regionally and nationally, to leverage in filling positions.
• Follows processes and procedures related to the internal company posting process and the handling and assessment of applications for current employees.
• Demonstrates familiarity with compensation and benefit programs. Accurately communicates programs to candidates during the recruitment process. Partners with Compensation department and presents necessary information to drive decisions regarding recommendations for offers.
• Demonstrates working knowledge of Oneida Indian Nation Gaming Commission and New York State Gaming Commission licensing requirements and processes. Communicates licensing requirements effectively to candidates. Partners and assists the Employment Licensing department with the processing of candidates when required. Schedules new hires for pre-employment processing and new hire orientation. Works closely with Training regarding New Hire Orientation.
• Actively participates and contributes to departmental events and projects when required.

Qualifications and Experience:

• Bachelor’s Degree or equivalent work experience and training in Human Resources or related discipline.
• 2 or more years of previous experience in recruitment and selection preferred.
• Experience in a corporate recruiting setting preferred.
• Professional image, demeanor and attire required.
• Previous experience conducting interviews by phone and in person required.
• Experience in a high volume, fast paced recruiting environment that requires multi-tasking and setting priorities.
• 2 years of experience using an applicant tracking system and generating recruiting reports preferred.
• Experience building effective beginning-to-end, progressive recruiting strategies that use an array of sources preferred.
• Demonstrated innovative candidate sourcing abilities required. Proficient using social media effectively to develop networks and source candidates.
• Experience and demonstrated ability to design and execute an effective candidate screening, interviewing, evaluation and selection process. Must possess strong evaluation, assessment and decision-making skills.
• Demonstrated ability to consult to hiring managers and area supervisors regarding staffing needs and decisions. Excellent communication skills and the ability to build relationships. Prior experience working with mid-level management preferred.
• Strong computer background with Micro Soft Word, Excel experience.
• Must understand and adhere to strict confidentiality policy.
• Must be able to travel with notice for job fairs and career events. Travel is frequently regional by automobile. May occasionally require over nights.

Job Type: Full-time

Pay: $42,500.00 – $55,000.00 per year
