The Opportunity
The Department of Parliamentary Services (DPS) is recruiting for a PSL5 Finance Officer and a PSL4 Treasury Accountant within the Finance Branch.
DPS is one of four parliamentary departments supporting the Australian Parliament and is proud to be the custodian for Australian Parliament House as the working symbol of Australian democracy.
The Finance Services team ensures the financial transaction recording, statutory reporting, and adherence to the department’s financial legal obligations are sustained to maintain the public reputation of the department as a well lead and well governed organisation.
The PSL5 Finance Officer plays an important role in ensuring the financial control and compliance with the Department’s statutory requirements. They will contribute to the performance of the Department through monthly reporting, reconciliations, and reviews and partnering with the business to support all staff with financial accounting matters.
The PSL4 Treasury Accountant plays a key role supporting the Department through the administration of payment authorisation in accordance with the Department’s statutory requirements, managing key taxation activities and contributing to business process improvement.

- Knowledge of and compliance with legislative frameworks, government decision-making and Budget Process Operational Rules
Job Specific Requirements:
- Tertiary qualifications in areas such as Accounting, Finance, or Commerce with professional membership or is working towards obtaining membership.
- The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Under limited/general direction undertake duties in accordance with the agreed standards for the PSL 4 classification. The duties will include, but are not limited to, the following:
- Authorise payments in accordance with the Public Governance, Performance and Accountability (PGPA) Act 2013, Accountability Authority Instructions (AAI), DPS finance policies and procedures, and create payment files for transmission to the department’s transactional banker.
- Perform daily Agency Manager Information files download and reconciliation for transactions appearing on bank statements, record transactions and prepare bank reconciliations.
- Monitor cash levels and arrange transfers between the DPS bank accounts and Official Public Accountant (OPA), including entry into Central Budget Management System (CBMS).
- Manage the department’s taxation activities with the Australian Tax Office such as business activity statements (BAS) and fringe benefits tax (FBT) return
- General accounting and administrative duties including month end processes, reporting, monthly accruals and reconciliations.
- Assist in the preparation of the annual financial disclosures.
- Contribute to business process improvement initiatives and other duties as required.

Under limited/general direction undertake duties in accordance with the agreed standards for the PSL 5 classification. The duties will include, but are not limited to, the following:
- Maintain high standards of financial control and ensure compliance with relevant legislation, financial policies and internal procedures.
- Prepare monthly reconciliations, variance reviews and monthly financial reporting.
- Prepare annual financial statements and assist throughout the audit process.
- Prepare monthly business activity statements (BAS) and fringe benefits tax (FBT) returns.
- Provide advice and support to all staff on financial accounting matters.
- Contribute to business process improvement initiatives.
- Establish and maintain collaborative relationships with key internal and external stakeholders.
- Other ad hoc tasks as required.
Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

Salary
Currently, the salary range for these positions are:
PSL 4: $72,553 to $78,837 per annum
PSL 5: $80,412 to $86,270 per annum
Conditions of Employment
Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:
- Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
- Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
- Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
