Main Purpose & Function
The Planning Analyst provides a range of technical, analytical and graphic support to the City-wide and Regional Planning Division and primarily assists the Economic Development group, a group responsible for leading and supporting a broad range of complex land use, transportation and financial policy initiatives. The Economic Development team provides support to Vancouver’s existing businesses and Business Improvement Associations and seeks opportunities to encourage local employment and sustain economic development now and for the future. The Planning Analysts also supports other initiatives within the Division. The main responsibilities of the position include research, data collection and analysis, mapping, providing graphic support, drafting presentations and organizing public consultations.
Specific Duties & Responsibilities
The Planning Analyst provides a wide range of technical, analytical and graphic support including data collection, analysis and monitoring, research, mapping, developing and maintaining spreadsheets/ databases and designing and administering surveys. Technical planning work will include the collection, management, and interpretation of various sources of data, including the regular use of GIS software.
The Analyst plays a key role in:
Developing and conducting research on a range of economic and employment issues and trends, land use and development policy and supports for small businesses
Supporting qualitative and quantitative analysis of economic and demographic data for use in projects and support for recommendations
Sourcing and developing economic, property, demographic and or other statistical information to support economic planning initiatives
Collecting, managing, and interpreting various sources of data, including the regular use of GIS software
Assisting with Business Improvement Association outreach, expansion and annual reporting
Designing, organizing and conducting in-depth data collection and analysis, as well as related mapping
Writing reports and technical papers for senior staff in PDS and other departments
Organizing and facilitating public consultation processes
Developing informational and graphic materials for public open houses, workshops and for inclusion in Council reports
Summarizing public consultation processes and survey results for senior staff and the public
Maintaining and updating websites and helping coordinate social media outreach
Qualifications
Education and Experience:
University degree in Economics, Planning or Public Policy with some professional planning experience
A related university degree with experience related closely to the duties involved, or
An equivalent combination of education and experience
Knowledge, Skills and Abilities:
Strong organizational and project management skills
Strong interpersonal, written and verbal communication skills
A demonstrated ability to work independently, as an effective member of a team and a proven ability to self-manage workload, respond to changing priorities and to meet tight timelines
Sound research and analytical abilities and demonstrated experience in planning related research, data, monitoring, policy analysis and communicating findings
Working knowledge of economic development and financial policy, small business support, zoning and land-use regulations, and land development economics is preferred
A strong working knowledge of, and experience with GIS software (e.g., MapInfo, ArcGIS), proficiency with Microsoft Office
Advanced graphic skills and experience with the Adobe Creative Suite and other similar design related software
Experience working with external data sources e.g. Statistics Canada, BC Stats, and BC Assessment
General knowledge of City by-laws, processes and policies would be an asset
Membership or eligibility for membership in the Canadian Institute of Planners is desirable
