Main Purpose & Function
The Engineering Assistant IV is the lead technical role for the Water Conservation & Efficiency group, performing complex data analysis, overseeing technical projects, and supervising staff for work related to potable water use in the City.
Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
Specific Duties & Responsibilities
Maintains all databases, analytical reports, and metrics pertaining to potable water use.
Performs water consumption benchmarking, monitoring, and monthly reports related to potable water purchase from Metro Vancouver, including corporate water use.
Analyzes and interprets water consumption data to determine high consumption scenarios.
Supervises High Consumption program staff to implement next steps of notification and oversee escalated customer concerns.
Provides analytical support to the Water Conservation Plumbers during case investigations.
Responds to High Consumption and Leak enquiries escalated from the public, and assigns work to program staff as needed.
Works with Policy Analysts to determine direction of sector reductions using feasibility modelling and cost/benefit analysis.
Liaises with stakeholders such as Metro Vancouver and Water Operations to reconcile water purchases and report changes in water use.
Provides significant technical and analytical support to the Water Conservation team with technical expertise using programs and databases such as Hansen, SAP, GIS, Tracker, Prism and POSSE and/or GIS software.
Monitors and manages a varied workload, including that of supervised staff, to maintain reporting schedules.
Performs other related work as required.
Qualifications
Education and Experience:
Diploma in Applied Data Analytics, Civil Technology, or Environmental Engineering, supplemented by advanced technical courses and practical experience in related work or university graduation in Civil Engineering, or an equivalent combination of training and experience.
Experience with complex data management, data analysis, and generating graphical and written reports.
Experience with cost estimating projects, and the ability to forecast budgets.
Knowledge, Skills and Abilities:
Sound knowledge of water servicing and metering designs, billing cycles and procedures, and water operations practices within the City.
Sound knowledge of departmental procedures relating to various engineering projects; how they relate to larger Regional water conservation goals.
Strong analytical and problem solving skills including the ability to gather, analyze, and synthesize information.
Excellent customer service skills and the ability to deal tactfully and effectively with the public and staff.
Strong interpersonal, written and oral communication skills.
Ability to work effectively on multiple tasks/projects simultaneously with minimal supervision and under tight timelines.
Ability to perform complex technical analysis and make engineering computations and estimates
Ability to generate reports (written, spreadsheets, graphical) and make recommendations
Ability to direct and supervise the work of junior staff
Ability to read and interpret engineering drawings and technical data
Ability to perform engineering computations and estimates
Ability to read and interpret policies
Ability in establishing effective working relationships with all internal and external contacts
Proficient in the use of software programs and databases such as Hansen, SAP, GIS, Tracker, Prism and POSSE.
