Job Title: VP, Talent Acquisition & Workforce Planning

Department: Human Resources

General Statement of Duties: Under general direction, plan, coordinate and direct all functions of the recruitment, selection, and onboarding processes. Provide leadership, strategy, planning and guidance to develop and implement plans for talent acquisition and workforce planning. Coordinate with other department managers to determine areas of opportunity and administer new training plans and practices for the Agency. Ensure Agency remains current with talent acquisition, onboarding, training practices and trends in the labor market.

• Assess current state of talent acquisition and determine necessary strategy for implementation of best practices and recruiting key talent to the Agency.
• Continually assess and maintain current policies and procedures pertaining to talent acquisition and workforce planning.
• Assess skillsets of current employees and processes to develop training strategies that will provide employees with the appropriate knowledge and skillsets to meet the goals of the Agency.
• Forecast talent acquisition needs to inform short term and long-term talent acquisition strategy.
• Provide talent acquisition with leadership and training(s) to develop the necessary skills to fulfill roles and responsibilities determined by the organization as essential to stay competitive.
• Oversee the administration of employee training programs, to include orientation, in-service, on-going training, and career development.
• Coordinate with CPO and Hiring Managers to develop and maintain job descriptions across the organization.
• Provide support to the administration of employee performance rating systems.
• Develop strong relationships with key recruitment contacts in the communitysuch as local schools, associations, and job boards.
• Work closely with Leadership to develop, implement, and evaluate retention programs across the Agency.
• Work with CFO to develop annual budget for TA and workforce planning resources. Maintain and manage TA resources throughout the year.
• Develop a strategic approach to workforce planning and recruitment to effectively manage both anticipated and unexpected vacancies.
• Implement workforce planning activities to effectively track vacancies and determine their priority to the agency in collaboration with leadership.
• Complete understanding and application of the Applicant Tracking System being utilized by the Agency.
• Develop and oversee the administration of recruitment and selection, fair employment programs and practices.
• Ensure compliance with all local, State and Federal regulations regarding hiring practices, mandates, ing and record keeping.
• Maintain Affirmative Action Plan.
• Submit weekly, monthly, quarterly, and annual s, including EEO, Vets 100.
• Serve in an advisory capacity to management and supervisors.
• Serve as a member of the Leadership Team.
• Serve on Agency committees as assigned.
• Ensure protection from abuse, neglect, mistreatment, and exploitation in regard to the health, safety, comfort, and well-being for the people we support by adhering to all related policies.

Education and Experience: Any combination equivalent to education and experience that provides the required knowledge and skills. Typical qualifications would be equivalent to:

• Bachelor’s degree from an accredited college or university with major course work in Human Resources, Business Administration, or any other related field.
• Five years of experience in Talent Acquisition, preferably with a focus on high volume, non-exempt positions.
• Two years of experience in workforce planning and/or employee development.
• Demonstrated knowledge of employee development practices as they relate to selecting, training, evaluating and supervising employees.
• Supervisory experience a plus.

Job Type: Full-time

Pay: $80,000.00 per year
