Promotes a culture of Quality, provides leadership and guidance in respect to Quality Assurance issues to Engineering, Industry & Supply Chain and Services.
Key Responsibilities:
Perform compliance assessment for Contractual Quality Assurance requirements
Prepare the Bid/Project Quality Assurance Plans.
Prepare Quality Assurance estimates for the bid and perform documentation review as per bid submittal requirements.
Participate in Bid Gates/milestones review meetings and prepare Quality input and assessment (Bid Q advice).
Attend Project milestones review meetings and provide the Quality input and assessment (Project Q advice).
Prepare Quality Training plan and training material, organize and deliver training sessions to the project team as required.
Guide the project team in the definition and tailoring of the project process baseline.
Prepare Quality Management Reports and prepare and conduct Quality Readiness Review
Participate in Safety Case review and Safety Certification Readiness Review
Support Customer witnessed First Article Inspection FAI and First Article Test FAT (if required by the contract)
Perform Quality Assurance approval for various projects artefacts as specified in the respective processes.
Prepare monthly reports on project health status to Project Manager.
Perform engineering artefacts maturity audits. Record and analyze Quality findings to identify trends or issues to be addressed and followed up.
Participate in Continuous Improvement Actions working with Maturity Leaders.
Conduct Root Cause Analyses as required in conjunction with the engineering group.
Participate in Lesson Learned and Risk Review meetings, ensure the process is being followed and evidence for compliance is available.
Perform Site Quality Assurance Audit.
Support Customer audits and perform internal In-Process audit (if required by contract)
Assure that the concerns of customers are captured, understood and efficiently and effectively handled by the project team
Support the Maturity Leads and Discipline Process Owner(s) to ensure that processes are implemented in a uniform manner and the required level of competence is present across the respective teams
Identifies trends and alerts relative to identified problems, makes sure that action plans are implemented in a timely manner and assess their efficiency.
On a product line:
Verify the involvement of all relevant stakeholders and assure the implementation of clear governance rules for product line management
Evaluate the product life cycle synchronization periods and assure that all critical steps have been executed before each decision milestone
Assure that the products meet the technical / non-technical requirements / quality standards and that the product-line core team addresses the relevant action plans.
On a bid:
Contribute to the framing of the bid, the tailoring of the bid baseline, verify the involvement of all stakeholders and assure the implementation of clear governance rules
Evaluate the bid preparation, assure that all critical steps, decisions and actions have been executed before each decision milestone, including actions to mitigate risks and foresees the opportunities; provide visibility through the bid Quality Advice (Q memo)
Assure the implementation or planning of actions to mitigate the risks and seize the opportunities on sub-contracted work packages
Define the Quality Assurance part of the offer.
On a project:
Assure that the concerns of customers are appropriately captured, understood and efficiently and effectively handled by the project team
Assure conformity of project deliverables to customer technical and non-technical requirements, applicable Standards and regulations
Cascade and/or manage the Quality Assurance requirements
Guide the project team in the definition and tailoring of the project baseline and validate the resulting plans; tailor and focus Quality Assurance activities based on risks and team maturity
Evaluate the project execution (vs plans, customer requests and project decisions); evaluate work products through Peer Reviews; provide visibility through the project Quality Advice, relying on information and insight provided by Discipline Maturity Leaders
Assure the implementation or planning of actions to mitigate the risks and seize the opportunities on sub-contracted work packages.
Required Skills and Experience:
Minimum B.S Computer Science/Electrical/Mechanical Engineering or equivalent
Hands-on Engineering/Quality Assurance Specialist or Manager in a technology or manufacturing setting
Preferred Skills and Experience:
Hands-on Engineering/Quality Assurance Manager in Transportation Environment
Knowledge of CBTC system is an asset
