Texas Municipal Retirement System Hiring for Chief Investment Officer (CIO) Job at Austin, TX Full Time

The CIO reports to the Executive Director and is the central point of responsibility and accountability for the Investment Program (Program). The CIO chairs the Staff Investment Committee and leads a team of 25 with six direct reports: Director of Investment Administration; Director of Risk & Analytics; Director of Fixed Income; Director of Real Estate and Other Public & Private Markets; Director of Private Equity; and Director of Hedge Funds and Global Equities.

Some of the CIO’s key responsibilities and duties include:

• Ensuring that the Board’s investment policies, including asset allocations, are implemented both efficiently and effectively.
• Ensuring that policies and procedures provide adequate controls to accomplish the organization’s goals including safeguarding of Trust Fund assets.
• Overseeing the day-to-day activities of the Investment department and developing and monitoring the annual investment budget to ensure adequate internal and external resources to accomplish its mission.
• Working with the General Investment Consultant to develop an asset allocation and implementation strategies, including investment policy guidelines and preparing and presenting investment agendas and reports for Board meetings.
• Developing a robust communication strategy and standards for Board education that facilitates quality decision making and governance.
• Developing investment staff to function as a team and ensuring adequate training, skills and bench strength of the investment team.
• Reporting to the Executive Director on the strategic direction of the Program, coordinating activities with investment consultants, and creating strong lines of communication between all parties involved in the Program.

A strategic investment leader with broad asset class knowledge and institutional experience including significant experience in portfolio construction and asset allocation are required. Excellent interpersonal, communication and management skills are also required. Additional requirements and preferences include:

Requirements

• Bachelor’s degree, preferably in finance, economics or related field.
• Ten years of progressively responsible experience in institutional investment management, including relevant institutional investment management or consulting experience in a senior leadership role.
• An understanding of capital markets, investment strategies, principles and practices of institutional investing, investment operations and investment policy development.
• Track record of success in investment management. For applicants having/had responsibility for an investment program, asset class or a portfolio, a positive track record of investment returns as compared to asset class and peer benchmarks is required.
• Experience hiring, coaching, mentoring, and retaining staff.
• Passion for public service and the mission of public retirement systems.

Preferences

• Master’s degree or higher.
• Chartered Financial Analyst (CFA).
• Chartered Alternative Investment Analyst (CAIA).
