POSITION SUMMARY

The Talent Acquisition Programs Systems Manager will collaborate with the Director of Talent Acquisition and the TA team to determine objectives, deadlines, and implementation processes associated with recruitment programs and systems. This data-driven individual will develop and ensure all programs (employee referral, transfer and promotion process, recruitment process, etc.) are integrated with the Applicant Tracking System and can be effectively tracked and measured through reporting and other analytic solutions. Additionally, in collaboration with Telecare stakeholders, this individual will lead change management efforts related to Applicant Tracking features and product updates and partner with the People Data & Analytics team on the recruitment analytics roadmap. The Talent Acquisition Programs Systems Manager provides the Telecare Acquisition Team with tools and resources to ensure accurate training to end users and provides training to hiring managers and Office Coordinators as needed.

This role is full-time, salaried. Can be remote or hybrid at the corporate office in Alameda CA.

Wage range is $100,838.40 – $148,313.88 – Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.

QUALIFICATIONS

Required:

• Three (3) years of experience working with Talent Acquisition systems and recruitment
• B.S./B.A. Degree in Human Resources or a related field
• Experience in Health care or Mental Health is highly desired
• Knowledge and experience with MS Word, Excel
• Experience working with and managing functionality within an HRIS or applicant tracking systems
• Knowledge of key recruitment metrics for measuring success and identifying gaps
• Experience either developing and/or coordinating the development of reports and dashboards
• The ability to read, write, and speak English is crucial
• Must be at least 18 years of age
• All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. ESSENTIAL FUNCTIONS

• Demonstrates the Telecare mission, purpose, values, and beliefs in everyday language and contact with the public and other staff members
• Provide training and consultation on Telecare recruitment processes and best practices for customers both to Hiring Managers and primary office contact
• Ensure a continuous pipeline of qualifed candidates by partnering with Job Boards, ensuring proper posting procedure, and maximizing ATS functionality.
• Participate, organize, and project manage Talent Acquistion and HR initiatives as directed by Sr. Leadership and Organizational Stragetic Priorities.
• Monitor programs that have high number of vacancies and turnover and devleop appropriate action plans by partnering with Talent Acquisition Managers and the People Data & Analytics team for data integrity, collection, and distribution.
• Collaborate with management to ensure timely understanding of current and future workforce needs; implement improvements to sourcing, selection, processes
• In partnership with People Data & Analytics Team, evaluate and validate data to determine specific recruitment needs and develop action plans for distribution channels, audience, and frequency.
• Represent Talent Acquisition team when partnering with internal customers e.g., training, data collection/analysis and process improvements.
• Keep abreast of recruitment and retention trends in the health care market
• Develop recruitment tools for managers and staff with recruitment responsibilities
• Collaborate with the Corporate Communications Department to enhance recruitment marketing through use of printed material, Telecare’s website, media, and other communication vehicles
• Evaluate current processes and proposed changes to determine how it will affect end-users
• Collaborate with project leads to evaluate risk and create contingency plans
• Actively participate in change management and organize advisory groups or pilots as necessary to evaluate, mitigate and manage possible risk
• Collaborate with ATS vendor for troubleshooting as necessary
• Collaborate with project leads to identify the best route of communication for new ATS features and updates
• Provide Telecare Talent Acquisition team with tools and resources to ensure accurate training to end-users and/or develop and deliver training directly to end-users as required
• Work to implement projects per scope, budget, and available resources
• May be required to provide supervision to support staff
