Job Summary*

• Subject Matter Expert (SME) will a support both the Headquarters Operating Model and Capability Development workstreams to review existing Saudi Arabia National Guard (SANG) military capabilities. The SME will operate on a part time consulting basis in support of a diverse Team of highly trained professionals located in Riyadh, KSA. This position requires experience designing, developing, and implementing training programs to achieve the organizations target mandate and missions. Areas of focus for training and education include ground defense (Armor / Infantry), air support operations, public order, counterterrorism, CBRN response, and military engineering. SME must have experience in designing, developing, and implementing training programs to enable achievement of the objectives for the redesign of the Saudi Arabia National Guard Headquarters. Experience applying the DOTMLPF framework to assess the existing organizational design, identify training gaps, and formulate appropriate training and education solutions is desired. This position requires deep understanding of the linkages and interdependencies from the strategic to the tactical level in order to operationalize implementation of the KSA Ministry of Defense Headquarters restructuring plan for the Saudi National Guard. The SME must have a clear understanding of U.S. Joint and Army Doctrine, and how those concepts and capabilities can be scaled and adapted to support the restructuring of the Saudi Arabia National Guard.

Essential Functions

• Apply strategic, operational and tactical level experience to support the design, development, and implementation of training plans to achieve the objectives of the KSA Ministry of Defense Headquarters restructuring plan.
• Provide subject matter expertise in the areas of military training and education design, development, and implementation plan development
• Understand and apply U.S. Joint and Army Doctrine to scale and adapt concepts and capabilities to inform the development of the required SANG HQs organizational capabilities
• Coordinate, as required, with the on-site functional SMEs to provide required specialist on-demand support based on client requirements
• Provide appropriate recommendations to the on-site team in KSA to support on-time development of required SANG HQs organizational capabilities
• In collaboration with on-site SMEs, identify and document Lessons learned throughout development of required organizational capabilities
• Exhibit culturally appropriate interpersonal and negotiation skills to operate effectively as part of a distributed team

Required Qualifications

• Retired Colonel with extensive experience designing, developing, and implementing training plans to support restructuring of operational and strategic level headquarters
• Excellent written and verbal communication skills
• Demonstrated ability to work with minimal oversight in a variety of roles
• Demonstrated training design and development skills
• Demonstrated experience and knowledge training with Coalition partners
• Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
• Previous work experience in the Middle East is preferred
• Possess active US Secret or higher security clearance
• Possess a valid US Passport (with more than 6 months to expiration)

Education and/or Experience

• Master’s Degree in Education, Training Development, military science, national security studies, or a related field
• War College Graduate or MEL 1 equivalent
• Experience on Corps, Army, or COCOM Staff in a training role within the last five years
• Former Battalion Commander required; Former Brigade Commander preferred
• Work history in the Middle East desired
