Job Overview

TE Connectivity’s Government Accounting and Compliance team is responsible for ensuring compliance with Federal Acquisitions Regulations (FAR), Department of Defense Federal Acquisitions Regulations (DFAR) and Cost Accounting Standards (CAS). The team will provide support and guidance with US Government Audits, RFI’s, Proposal Preparation, Reporting, Policies and Procedures, Training, Analytics, Cost/Financial modeling and serves as the US Government Accounting Liaison.

What you’ll be doing:

The Sr. Analyst/Accountant will be responsible for supporting the alignment of Government Contract Accounting controls, policies, procedures, and requirements throughout the organization. The team works in a dynamic environment and partners with business unit colleagues to support company strategies to maximize cost recovery and demonstrate an unwavering commitment to compliance.

This role will be directly involved with the preparation of cost models in response to US Government Solicitations, RFP’s and RFQ’s. There will be direct interaction with Proposal Teams (i.e., Program Managers, Product Managers, Engineers, Contracts, Legal, Customer Service and Pricing). The Sr. Analyst will support management initiatives to upgrade/implement the ERP system(s), develop standard workflow and provide training.

Long Description

Roles & Responsibilities:

Responsible for supporting SBU compliance in SAM, Reps and Certs and relevant US Government registrations
Supports the preparation of cost models, in response to US Government Solicitations, RFP’s, RFQ’s and RFI’s and in alignment with business unit policies and procedures.
Works directly with the business unit FP&A team and Site Controllers to identify appropriate cost pools and applies the correct methodology for generating and application of the indirect rates, labor rates and basis of estimate.
Proactively works with local and remote teams to coordinate training in Government Accounting Policies, Principles and Regulatory Requirements.
Coordinates government contract compliance activities across the organization to ensure that compliance requirements are met.
Responsible for government contract compliance requirements, Cost Accounting Standards, Contract Cost Principles, Business System, and other financial and accounting requirements.
Maintains government accounting framework, including translating from performance accounting to government cost accounting.
Works with Management to prepare and update the business unit(s) Disclosure Statement.
Prepares and supports timely and accurate management reporting and analysis (actual / forecast) on government contracts for management on a recurring basis.
Acts as the government contract audit liaison for purposes of managing audits and responding to audit issues.
Alerts management on critical government contract compliance issues and coordinates with other business functions to implement management decisions.
Supports management with ad-hoc analysis, reporting, and information.
Ensures cost estimating policies and procedures are efficient, in compliance with appropriate laws and regulations and meet company objectives.
Responsible for conducting cost and price analysis for project proposals.
Maintains the strict confidentiality of sensitive information.
Performs other duties as assigned or required.

Knowledge, Skill and Competency Requirements In order to perform the job successfully, an individual should demonstrate the following knowledge, skills, and competencies:

Understanding of GAAP
Understanding of government accounting regulations such as FAR and CAS.
Ability to evaluate current reporting structure and improve cycle time and quality of information
Effective utilization of ERP System and MS Office tools including advanced MS Excel
Ability to interact with all levels of organization
Ability to manage multiple projects and change priorities as needed
Ability to work in a cohesive team with common goals
Independent/ Self-starter with high attention to detail

This position requires access to information which is subject to stringent controls under the International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR). • Minimum of 5 years working experience in Government Contracting
• Bachelor’s degree required, preferably in Finance, Accounting or Business Administration with an emphasis in accounting and/or finance.
• Must have a general knowledge of cost accounting principles, theories and concepts and a general understanding of cost accounting practices/techniques/standards and working knowledge of company financial statements (i.e., Income Statement and Balance Sheet).
• Mastery in Excel, PowerPoint, and MS Word.
• ERP, Government Accounting System Experience – SAP, Deltek Cost Point, JAMIS, Macola
• Ability to champion team productivity and cohesiveness and to work collaboratively to execute, deliver and get results through the various matrix teams is required
• Analytical thinking and creative problem-solving skill set with an acute attention to detail, requiring minimal supervision.
• Working knowledge of supporting the preparation of Government Proposals, Audits, FPRP, Incurred Costs Schedules
• Direct interaction with Government audit agencies – DCMA, DCAA, ACO
• Good understanding of financial analysis, financial modeling, forecasting, reporting, and manufacturing costing
• Working knowledge Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR)
• Service Contract Act, Prevailing Wage, Davis Bacon experience a plus
