The Role

  • Lead the development and implementation of financial management, purchasing and supply strategies, projects, policies and practices for the effective management of DoH resources.
  • Monitor and analyse the DoH’s performance against budget and provide timely, accurate and strategic advice to the CFO, DoH Executive and Secretary on financial and budgetary issues.
  • Lead the operational activities of the Procurement and Supply Unit.
  • Ensure DoH adherence to relevant Tasmanian Government regulations, other relevant State Legislation, and Australian Government legislation.
  • Provide high level leadership, expertise and strategic advice on financial, budgetary, procurement and supply issues.
  • Provide professional leadership to Financial Management Unit and Procurement and Supply Unit staff and opportunities for ongoing staff development and career progression.
  • Develop, and maintain effective relationships within the DoH and with external organisations, including the Department of Treasury and Finance and Tasmanian Audit Office.
  • Ensure the efficient and effective use of human, physical and financial resources of the DoH Financial Management and the Procurement and Supply Units.
  • The incumbent can expect to be allocated duties, not specifically mentioned in this document, that are within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level.

Details of Appointment

Fixed term, full time, working 73.5 hours per fortnight, commencing ASAP until 28 April 2023

Salary $166,467 – $191,440 per annum + 10.5% superannuation


Eligibility

Successful applicants will be required to meet the essential criteria:

  • Senior level experience in managing a range of diverse functions of a large and complex organisation, including high level skills in business management, reporting and evaluation, together with proven ability in financial analysis; development of related policies and procedures; and familiarity with the Government budget cycle and supporting financial systems and processes.
  • Demonstrated high level strategic planning skills, conceptual, analytical and creative skills including demonstrated ability to identify relevant issues and to make sound judgements about strategies, directions and priorities.
  • Demonstrated high level communication, negotiation and conflict resolution skills, including demonstrated ability to identify and negotiate complex and sensitive issues effectively, to build and maintain effective relationships with a diverse range of stakeholders and proven ability to work constructively as a member of a management team.
  • Proven leadership qualities, including demonstrated high levels of adaptability and flexibility. High level change management skills, including capacity to impart vision, deal with pressure, ambiguity and respond innovatively to situations.
  • High level understanding of the complex environment of health services, particularly contemporary national and local issues.

Applicants should note the following criteria are desirable:

  • Tertiary qualifications in accounting and membership of either CPA Australia or the Chartered Accountants Australia and New Zealand
