We are looking to recruit a dynamic, forwarding thinking individual, who will work as part of a team to ensure the new Swansea Bay University Health Board Finance Team are continuingly improving by identifying areas of improvement and supporting the team in taking forward projects linked to these improvements. These improvements include the on-going development of utilising technology to enhance the existing processes and building relationships with key stakeholders through influence.

To help support the delivery of the Health Boards Capital Resource Limit (CRL) by undertaking the following key duties:

• The Finance Analyst will provide support and operational management for capital schemes and projects of an accounting and technical nature
• Provide support and operational management for the Health Board Capital Programme and Capital Asset Register
• Ensure the integrity of financial information, in terms of the technical and accounting nature of specific projects which impact upon balance sheet management and directorate performance
• Investigate complex financial queries, providing accounting and technical assistance and advice as required
• Ensure that work is completed in line with financial timescales and legal requirements, interpreting these where necessary
• Provide advice to colleagues, clients regarding technical accounting, best practice procedures, compliance with Standing Orders, Standing Financial Instructions and Financial Control Procedures
• Lead in the production of management information for the Assistant Director of Strategy and supporting Project Managers and technical staff, and to delegate budget holders across Directorates
• Investigate complex financial enquiries, providing technical accounting assistance and advice
• Provide support and assistance in the production of capital charges estimates.
• Complete statutory returns to the Welsh Government in accordance with the guidance and the Manual for Accounts

• To undertake required maintenance to expenditure within the Financial Ledger in respect of Capital.
• To prepare management information as required to assist the regular capital progress monitoring meetings with the Planning Department and Procurement Department.
• To ensure that knowledge on VAT in relation to capital schemes is kept up to date so that VAT recovery is maximised.
• To maintain analysis of capital spend by category (Works, fees, equipment, other) for each scheme to support financial review at the Capital Monitoring Review Group.
• To maintain the Capital Contracts register for all schemes as appropriate.
• To maintain the Capital Consultants register for all schemes as appropriate
• To undertake routine financial vetting of contractors to ensure they are financially sound prior to invitation to tender, and again prior to contract award.
• To complete the more complex financial vetting checklist on significant contracts which exceed specific values as laid down in the FCPs, obtaining and interpreting financial data on specific companies in order to evaluate whether awarding a contract to the supplier constitutes a risk to the Health Board.
• To prepare the annual capital cash forecast and update for actual on a monthly basis, adjusting the forecast as necessary.
• To assist in the preparation of Capital Programme Monitoring Returns to the Welsh Government. .
• To arrange for audit to review capital accounts at the Penultimate and Final Account stage, prior to release of payment.
• To undertake designated balance sheet reconciliations in respect of Capital Expenditure and Capital Asset Register by the due date, and maintain the Section file to an audit acceptable standard.
• Discusses and resolves financial queries with staff / suppliers / customers, which can be complex, and may include reasons for delay in payment to suppliers. May also need to use negotiation and persuasive skills when payment to suppliers must be withheld until a satisfactory audit has been completed on capital schemes.
• To maximise use of ledger downloads into spreadsheets in order to manipulate data efficiently and accurately.
• Plans and manages own workload to ensure weekly, monthly, quarterly, and annual financial timescales are met in relation to all Capital Programme and Capital Asset Register duties and responsibilities.
• Ensure work complies with financial and other policies and procedures, with minimum supervision. Analyses, investigates and resolves financial queries and discrepancies in respect of all reconciliations (i.e. Capital Ledger, Balance Sheet and Capital Asset Register). Analyses financial data to identify errors and resolves problems or queries effectively.
• To prepare Balance Sheet reconciliations in accordance with the Finance Directorate Monthly Closedown Timetable, and to an audit acceptable standard.
• To support the annual review of Standing Orders, Standing Financial Instructions, Financial Control Procedures and Quality Control Procedures in respect of Capital and Fixed Assets to ensure that they reflect best practice.
• To make full use of appropriate software tools to assist in role, ensuring quality of highest standard, and to develop use of Oracle system to its full potential in this role.
• To provide support in terms of any technical or accounting query liaising with audit and external agencies as required
• Analyses, investigates and resolves complex financial queries and discrepancies. Analyses financial data to identify errors and resolve problems effectively.
• Delivers finance training to non- finance managers as part of the need to adhere to Standing Orders, Standing Financial Instructions and Financial Control Procedures.
• Proposes changes to working practices and procedures and implements plans in own area.
• The post holder will be required to identify areas for improvement and to take the lead in introducing changes which are designed to achieve improvements in processes and procedures within agreed timescales.
• The post holder will be required to provide the necessary evidence to demonstrate achievement against individual and team performance targets and Continuous Development.
• To work closely with and to support the other Finance Analyst within the Capital Team whose focus is upon managing and maintaining the Capital Fixed Asset Register, providing cover for each other when appropriate.
