The Talent Acquisition Manager is equal parts strategic and tactical and is responsible for developing and executing the talent acquisition strategy for the organization. Success is meeting the organizations staffing goals in a cost efficient and timely manner. Real opportunity for growth is found in identifying gaps in the organization and then working collaboratively to fill those gaps. In addition, the Talent Acquisition Manager leads and manages the full lifecycle recruitment and pre-employment onboarding process for most positions throughout the company.

Essential functions:

• Develop and implement a talent acquisition strategy that is both cost efficient and meets organizational staffing targets
• Lead a team of talent acquisition partners to achieve staffing targets
• Build a pipeline of high quality active and passive talent through active outreach, sourcing, and building strategic partnerships and relationships with external partners (e.g., educational programs, professional organizations, etc.)
• Develop and implement a pre-employment onboarding strategy that is both cost-efficient, with a focus on automation and self-service, that gets employees engaged and productive as quickly as possible
• Identify and leverage key metrics to highlight areas for strategic development, continuous improvement, staffing projections, turnover trends, and talent gaps to meet strategic business goals
• Set team performance goals and metrics, timelines and a formal tracking process to measure and manage progress
• Partner with key stakeholders (Business Leaders, Hiring Managers, HR Business Partners) to determine future talent needs and supportive innovative and productive sourcing strategies
• Manage agency partnerships and vendor contracts for hard-to-fill roles and temporary/contract labor.
• Ensure policies, procedures, and TA programs or initiatives are consistently administered, aligned with organizational goals and in compliance with professional standards, state and federal, and regulatory requirements and employment laws
• Periodically lead and/or participate in cross-business/cross-company special projects and initiatives related to talent acquisition

MINIMUM QUALIFICATIONS

• Bachelor’s degree in Human Resources or related field required or equivalent related experience as determined by the hiring manager
• Minimum of eight years progressively responsible HR experience; minimum of two years’ experience leading people preferred
• Demonstrated ability to develop and iterate strategy and process in partnership with stakeholders and key partners
• Proven ability to lead, develop and coach a team effectively
• Excellent verbal and written communication skills
• Excellent interpersonal, negotiation, and conflict resolution skills
• Excellent organizational skills and attention to detail
• Strong analytical and problem-solving skills
• Ability to prioritize tasks and to delegate them when appropriate
• Ability to act with integrity, professionalism, and confidentiality
• Thorough knowledge of employment-related laws and regulations
• Proficient with Microsoft Office Suite or related software
• Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.
