Under the supervision of the Administrative Coordinator/Procurement Lead of the Midlands Region the Procurement Specialist I would receive, interpret, and process invoices in house requisitions to replenish supplies and equipment. Consult areas, investigate and procure any special orders for all departments according to guidelines. Performing all duties in a culturally competent manner and in compliance of all county and state procurement codes, policies and procedures.

Procedures and Processes Region wide would consist of:

• Processing invoices and submit scanned documents to the Bureau of Financial

Management for payment processing.

• Provide quality internal and external customer service in meeting customers’ identified needs.

• Provide liaison services to all departments for supply needs, recommendations and purchase requirements.

Program Servicing
Women, Infant, and Children (WIC) purchases:

• Consult with WIC Staff to develop specification for items that need clarification before purchase are made to ensure they adhere to agency and federal WIC mandates.

• Responsible for acquiring knowledge of local county government purchasing procedures and state purchasing laws and regulations, especially those related to WIC. Inform supervisor of changes in procedures and unusual requests and/or occurrences

Auditing/Records

• Maintain a log of all purchase orders and requisitions issued.
• Maintain a filing system for vendors, pending and completed requisitions.
• Ensure the South Carolina Enterprise Information System (SCEIS) and Days Payable Outstanding (DPO) files are maintained according to established guidelines.
• Provide purchasing activity s monthly or as needed.
• Reconcile outstanding commitment s on a monthly basis.

State Minimum Requirements: A high school diploma and work experience that is directly related to the area of employment. A bachelor’s degree may be substituted for required work experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.
