Aging and Disability Services Division (ADSD), the Office for Consumer Health Assistance (OCHA) is accepting resumes
for an Ombudsman position. This position may be filled in Las Vegas, Reno or Carson City, Nevada, based on the best
candidate. This is an unclassified position that is appointed by and serves at the pleasure of the Governor’s Consumer
Health Advocate. Bilingual candidates are encouraged to apply.

of the ADSD is to provide leadership and advocacy in the planning, development and delivery of a high quality,
comprehensive support service system across the lifespan to allow all of Nevada’s elders, children and adults with
disabilities or special health care needs, to live independent, meaningful, and dignified lives to the greatest extent possible.
The responsibility of ADSD is to ensure the provision of effective supports and services to meet the needs of individuals
and families.
The Office for Consumer Health Assistance (OCHA) – OCHA’s function is to provide the opportunity for all Nevadans to
access information regarding patient rights and responsibilities and to advocate for and educate consumers and injured
workers of the rights and responsibilities under various health care plans and policies. This education and advocacy are
provided to those who have insurance through an employer, individual health policies, Employee Retirement Income
Security Act of 1974 (ERISA), worker’s compensation, Medicare, Medicaid or are in enrolled in other public health
programs, and/or discount medical plans. Within OCHA is the Bureau for Hospital Patients (BHP) which mediates,
arbitrates, or resolves medical billing disputes between patients and hospitals/ providers.
DESCRIPTION: The primary responsibility of the Ombudsman is to provide advocacy and education to consumers
regarding their health care related concerns.
The Ombudsman assist consumers in understanding their rights and responsibilities under health care plans, including,
without limitation, the Public Employees’ Benefits Program, and policies of industrial insurance. This position assist
consumers with filing appeals for medical and dental services. The incumbent will assist consumers with filing quality of
care complaints against health care facilities and providers. This position provides information regarding access to health
care resources to the uninsured and underinsured. The incumbent will help guide injured workers through the Nevada
Workers’ Compensation process. The Ombudsman helps identify financial assistance programs to assist with medical
costs. This position assigns external review organizations concerning adverse determinations from a health insurance
carrier. The incumbent will perform arbitrations to resolve disputes between out-of-network providers of health care/
facilities and health plans involving claims of less than $5000 for medically necessary emergency services.

The Ombudsman will build and maintain collaborative relationships with insurers, medical providers, social services, and
government agencies, maintain a current knowledge of trends, policies, resources, and laws pertaining to insurance
benefits, including insurance laws and regulations.
The incumbent will take such actions as are necessary to ensure public awareness of the existence and purpose of the
services provided by OCHA to include preparing and conducting outreach presentations.
Statewide travel may be required. Flexibility in working non-standard hours for outreach events is required.
EDUCATION AND EXPERIENCE: Bachelor’s degree from an accredited college or university in business administration,
health care administration, public health, social work, public relations, education, or a related field and three years of
professional experience that includes establishing and maintaining collaborative relationships with a variety of individuals
and groups, applying knowledge of health insurance laws and requirements and health care assistance programs (e.g.,
health insurance claims processing and benefits coordination; workers compensation claims processing; hospital billing
practices and charity policies; application processes and patient advocacy for general health care assistance programs
such as Medicare and Medicaid), creating and providing presentations to target groups, researching and writing
educational or marketing materials; OR an equivalent combination of education and experience.
Candidates should have experience in Word, Power Point, Excel, Outlook, and TEAMS.

SALARY AND Benefits: As a full-time position, compensation is approximately $99,417 annually. Excellent benefits
package including health, dental and vision insurance, Public Employees’ Retirement System (PERS) Plan, paid vacation,
11 paid holidays, and no state, county, city or social security tax. Other employee benefits such as life and disability
insurance, and deferred compensation plans are available.
