Job Summary
BEMIDJI STATE UNIVERSITY (BSU) AND NORTHWEST TECHNICAL COLLEGE (NTC) invite applicants to join our team as the Director of Civil Rights and Restorative Justice. The Director of Civil Rights and Restorative Justice is a part of the Division of Diversity, Equity, and Inclusion. This position is dual appointed for both Bemidji State University and Northwest Technical College. Housed in the Center for Civil Rights, the Director will head the Investigation Office under limited supervision. This position reports directly to the Campus Diversity Officer and Title IX Coordinator. The Director is primarily responsible for compliance, policy, education, evaluation, and investigation as it relates to Title IX and Minnesota State Board Policies 1B.1 Equal Opportunity and Nondiscrimination in Employment and Education, and 1B.3 Sexual Violence. The Director is responsible for conducting fact-finding investigations through implementation of Minnesota State System Procedures 1B.1.1, 1B.3.1 and 1C.02. The position will work with the Campus Diversity Officer and Title IX Coordinator, and Campus Human Resource Officer to evaluate the complaint processes and develop educational opportunities associated with policies/law (1B.1, 1B.3, and Title IX) and procedures (1B.1.1, 1B.3.1, and 1C.02) for all stakeholders. This position will assist with federal, state, and system compliance mandates.
Investigations
Serve as the primary investigator, and informal resolution facilitator for BSU and NTC concerning Title IX, Minnesota State Board Policies 1B.1 Equal Opportunity and Nondiscrimination in Employment and Education, and 1B.3 Sexual Violence.
Conduct timely, objective, and fact-finding investigations, and serve and the primary informal resolution facilitator.
Remain current on the Minnesota Government Data Practices Act.
Remain current on investigatory, and informal resolution/restorative justice practices through Minnesota State and national organizations.
Assist the Department of Human Resources with conducting 1C.02 Respectful Workplace investigations
Education and Evaluation
Develop and implement educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX, including reporting options/responsibilities, support services, college policy and applicable disciplinary code, grievance procedures, confidential resources, and restorative justice.
Collaborate with the Department of Athletics and the Department of Housing & Residential Life to provide educational programming and training centered around Title IX, 1B.1, and 1B.3 policies/procedures for professional staff, pre-professional staff, and student-athletes.
Ensure ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive year-in-reports, and maintaining records of investigations.
Assist the Title IX Coordinator with official reports (Annual Internal Complaint Report, Crime and Safety Report, and Sexual Assault Data Survey Report) data collection.
Compliance and Policy
Assist the Title IX Coordinator with selection, training, and overseeing designated Title IX team constituents to ensure compliance with state and federal regulations.
Collaborate with leadership and campus constituencies to disseminate information, redesign processes, and support the University’s and College’s investigative processes; collaborate and coordinate with compliance partners within the department and across the institutions to support the University’s and College’s overlapping compliance needs and responsibilities.
Assist the Title IX Coordinator with Title IX, 1B.3, and 1B.1 policy maintenance.
Other Duties as Assigned
Perform other duties as assigned including, but not limited to University and College committee participation, consultation related to diversity, equity, and inclusion, and building connection with Leech Lake Tribal College, Red Lake Nation College, and White Earth Tribal and Community College.
Maintain productive communication with bargaining unions centered on investigatory practices and policies.
Lead student staff within the Center for Civil Rights through a student-centered and multiculturally competent lens.
Qualifications
Minimum Qualifications
Bachelors’ degree in a relevant field.
One (1) year of experience in a Title IX investigatory capacity, employee relations, labor relations, civil rights enforcement, or related field, which provided an understanding of sexual harassment/discrimination laws and programs.
Experience working alongside diverse populations and demonstrated efforts to promote inclusivity.
Demonstrated knowledge of Title IX federal law and investigation practices.
Demonstrated knowledge of FERPA, due process and confidentiality.
Preferred Qualifications
Master’s degree in Higher Education, Student Affairs, Human Resources, Social Work, Law, Criminal Justice, Sociology, or related field.
Experience working in a higher education setting with shared governance climate.
Three (3) years of professional experience working as a Title IX Investigator.
Formal Title IX Investigator training and/or certification.
