POSITION DUTIES

This main purpose of this position is to plan, develop, implement, maintain, and evaluate the health records program for the Western Maryland Hospital Center. Employees in this class directly supervise Health Records Technician Supervisors and indirectly supervise all staff assigned to the program. This position includes directing the management and maintenance of the health records system for the facility in accordance with the Annotated Code of the State of Maryland and all related federal requirements. This position also serves as the facility’s Chief Data Officer and maintains a data inventory system in collaboration with the Executive and Senior Leadership and is responsible for the preparation and completion of external s to ensure the integrity and validity of released data and information. The Chief Data Officer is designated as the facility’s HIPAA Compliance Officer with oversight of patient/resident protected and sensitive information.

Minimum Qualifications

Education : Associate of Arts degree in Medical Records Sciences from an accredited college or university.

Experience : Five years of experience compiling and maintaining health records, to include one year of supervisory responsibility.

Notes : 1. Candidates may substitute current registration as a Registered Health Information Administrator or as a Registered Health Information Technician by the American Health Information Management Association for the required education.

• Candidates may substitute two years of experience supervising employees engaged in health records processing and maintenance in a health records program for a health care facility or program for the required education.
• Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in Medical Record classifications or Patient Administration Specialists and Health Services Management specialty codes in the health records management field of work on a year-for-year basis for the required experience.
