Position Overview
The Division of Developmental Disabilities is seeking to hire an independent, highly organized, and detail-oriented Facility-Wide Procurement and Contract Coordinator for the Ludeman Developmental Center located in Park Forest, Illinois. This position will be responsible for organizing, planning, executing, managing, coordinating and overseeing the facility’s procurement processes that includes assessing and analyzing contract and procurement data providing projections and trends. The successful candidate shall demonstrate good oral and written communication skills, be a self-starter and be able to utilize of personal computer to execute and manage the facility’s contracts and procurements.
Job Responsibilities
- Serves as the facility-wide procurement and contract coordinator.
- Develops and implements procurement and contract-related policies and procedures in consultation with facility management.
- Executes contracts in the state’s accounting system.
- Serves as a designated lead worker to lower-level staff.
- Performs special assignments and conducts research studies, e.g., cost studies, contract planning s, etc.
- Serves as liaison with all departments within the facility.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
- Three (3) years of professional experience organizing, planning, executing, managing, coordinating and overseeing the procurement processes for a public or private organization.
- Two (2) years of professional experience drafting, reviewing and executing contracts for a public or private organization.
- Two (2) years of professional experience analyzing contract and procurement data for projecting trends for a public or private organization.
- Two (2) years of professional experience developing, installing and evaluating new and revised methods, procedures and performance standards.
- One (1) year of professional experience training staff in a public or private organization.
- One (1) year of experience communicating effectively both orally and in writing.
Conditions of Employment
- Requires the ability to work after business hours, weekends and holiday in emergency situations.
- Requires the ability to utilize office equipment, including personal computers.
- Requires the ability to travel in the performance of job duties, with overnight stays as appropriate.
- Requires the ability to meet all agency vaccine/health-related policies and guidance.
- Requires the ability to pass the IDHS background check.
- Requires ability to pass a drug screen for drugs prohibited from recreational use under Illinois Law.
