This position is accountable for the installation and maintenance of all traffic signs and pavement markings throughout the district.
Subordinate Personnel: Up to 3 direct; Up to 13 indirect

This position s to the Operations Engineer. ing to this position are the Traffic Control Technician, Traffic Operations Supervisors, and the Silk Screen Operator.
This position operates in an environment where safety and traffic flow of the traveling public is the primary focus. This position is unique in that it is responsible for all traffic controls, the restoration of some traffic controls, emergency call outs for critical sign knockdowns, the implementation of detour routes, and lane and road closures. This position is also responsible for the supervision and the review of all traffic controls for maintenance and construction operations on or near the roadway. Traffic control plans are developed and included in all contracts for the reconstruction of the highway system. It is extremely important that the incumbent mold his/her subordinates into an efficient unit, as teamwork is much more important than individual contributions.
The greatest challenge to this position is the maintenance of traffic controls in an efficient, effective condition. Contingency plans must be developed to implement emergency detours with a minimum of inconvenience to the motoring public. The immediate repair of critical sign knockdowns such as stop signs, must be accomplished at all hours of the day and night. Periodic inspections of the existing system, including annual night-time reviews, must be made to ensure sign effectiveness under all conditions. The effective planning and scheduling of the pavement marking operations is necessary to ensure the markings are maintained in an acceptable condition.
This position personally sets overall objectives for the marking and signing activities; maintains an existing sign inventory and special pavement marking inventory; supervises the maintenance and routing of all detours within the district; prepares, monitors, and authorizes expenditures for his/her section; develops and implements the district commodity inventory plans; schedules the preventative maintenance programs; oversees the maintenance and inventory of the traffic vehicular fleet including scheduling of replacement vehicles on a priority basis; monitors and develops new materials and equipment applications to improve operating effectiveness and highway safety. The incumbent will assist in the budget preparation and maintain historical records for budget preparation.
The incumbent accomplishes his/her accountabilities through the following staff:
The incumbent is allowed great latitude to act in resolving traffic hazards, authorizing work and ordering inventory. The incumbent will review the signing and pavement operations and implement changes to increase production and efficiency. He/She must have the expertise to install traffic control devices for unique conditions not specifically dictated in the manual. This position makes recommendations for disciplinary action. The incumbent has considerable responsibility for the purchase of commodities and equipment. Unique, complicated or sensitive problems, beyond the scope of this position, will be referred to the district Operations Engineer.
This position has frequent contact outside the department with contractors and material and equipment suppliers. Frequent contacts will include the public and city and county officials. The incumbent will act as a liaison with local and state police to discuss both routine and emergency traffic conditions. Contacts within the department include the district Bureaus of Operations, Program Development, and Project Implementation to coordinate activities and with the central Bureau of Operations to clarify policies. The incumbent interacts with maintenance personnel, city engineers, city police departments, consulting engineers, electrical contractors, utility companies and the public. This position requires travel throughout the district to examine and review traffic conditions.
The performance of the incumbent is evaluated on the consistency with which traffic flows smoothly and without hazards, inventories are up to date and adequate, and traffic control plans are developed and included in all contracts for highway construction work.
1. Analyzes all sign requests for warrants and standardization and installs traffic control devices in emergency situations to reduce the probability of accidents.
2. Erects, maintains, and repairs all necessary signs to help ensure highway safety and guidance to the traveling motorist.
3. Monitors the annual pavement marking program, including specialty marking by state and contractor personnel.
4. Maintains commodity and equipment inventory to allow quick response. Uses preventative maintenance and scheduling to minimize emergency situations and reduce accidents.
5. Prepares necessary traffic engineering studies, at various locations to determine the proper traffic control devices needed.
6. Reviews all traffic control plans for maintenance and construction operations affecting the flow of traffic. Conducts visual inspections of traffic controls for maintenance and construction operations.
7. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
8. Performs other duties as assigned.
