Idaho Transportation Department has an opening for an Engineer Manager I in our Central Lab. This position is located in Boise, ID. This position will lead all functionality of the Central Labs to support the Department’s project delivery and construction goals.
Note: Relocation assistance may be available for this position.
EXAMPLE OF DUTIES:
- Managing approximately over 10 lab technicians in the Chemistry, HMA, Asphalt Binder, Aggregate, Soils/Geotechnical, Structures, and Cement/Concrete labs.
- Oversee the AASHTO Accreditation.
- Facilitate the operation of the labs including management of samples, budget, and maintenance and operation of the equipment.
- Oversee the review and approval of HMA mix designs.
- Maintain the Quality Management System
- Support the Qualified Products List (QPL)
- Review and Purchase of Equipment and Supplies
- Be familiar with ASTM and AASHTO Test Methods
- Be able to research and apply new test methods
- Conduct primary research
- Coordinate qualifications and training of personnel
- Qualify external labs and District Labs
MINIMUM QUALIFICATIONS:
Licensure:
- Licensed in Idaho as a Professional Engineer (PE); or be eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12;
- AND Valid driver’s license.
Good knowledge of:
- State and local government operations pertaining to a specific engineering discipline.
Level I knowledge of:
- Management practices: Minimum requirements met by completion of one three credit or equivalent upper division college-level courses that included all the essential elements of management AND six months of experience performing all management elements; OR one year of experience performing all management elements.
Experience:
- Supervising staff: Minimum requirement met by at least 1 year of independent responsibility for hiring, conducting performance evaluations, delegation of projects, corrective/disciplinary action discussions, and other personnel management activities.
- Interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline: Minimum met by at least six (6) months of experience interpreting and applying federal, state, and local laws pertaining to a specific engineering discipline.
- Evaluating engineering projects and making decisions relative to their merit: Minimum requirement met by at least one (1) year of experience, POST LICENSURE, where you were responsible for evaluating engineering projects and making decisions relative to their merit; writing engineering s and related correspondence; and reviewing and critiquing engineering analyses.
- Writing engineering s and correspondence: Minimum met by at least 1 year of experience.
- Reviewing and critiquing engineering analyses: Minimum met by at least 1 year of experience.
- Making oral presentations to groups relative to the merits of engineering applications: Minimum requirement met through experience giving engineering related presentations to internal staff (multiple presentations).
