Full Job Description
The Talent Acquisition Administrator is a key leadership role within the Human Resources and Development Group (HR&DG). This position will oversee employment branding, new and diverse talent pipeline development, candidate engagement, internships, and social media to attract a diverse applicant pool. The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) employs a dedicated team of uniformed and non-uniformed officers, non-security administrative staff, licensed healthcare/medical professionals, educators, and skilled trades/facilities employees statewide.
The ideal Human Resources (HR) professional will have a demonstrated track record of defining and driving recruitment best practices, the ability to build and develop a high-performing recruitment team, and partner with multiple departments to successfully meet the talent demands of the organization.

Job Duties:
- Provides guidance and leadership to staff; assigns and reviews work; meets with staff to discuss issues and to provide direction, advice, and counsel; responds to questions from liaisons, management and employees, and resolves issues, and provides information
- Develops action/implementation plans and instructs for special projects, develops and revises policies and procedures, forms, processes and s related to areas; coordinates approval process and follows through to completion
- Ensures agency recruitment and hiring practices are in compliance with applicable statutes, rules, policies, and regulations
- Develops and maintains unit budget within ADCRR operating guidelines, recommends goals and objectives for unit strategic plan; approves purchase requests and maintains inventory in accordance with agency policy
- Develops and revises policies and procedures to accurately depict current methods and directives, as well as communicates information for staff and affected customers and other audiences
- Meets on agency initiatives to determine requirements for new programs and automated processes, etc. Develops plan, obtains required approvals, communicates changes, and coordinates implementation
- Gathers and analyzes data, devises strategies, and provides recommendations on current initiatives
- Attends meetings, prepares and gives presentations to large and small groups; prepares written and oral s, memorandums and responses to inquiries and/or complaints; ensures drug testing program meets agency and statutory requirements
- Statewide travel
- Performs other duties appropriate to the assignment
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
- Federal and state laws and regulations pertaining to discrimination and equal opportunity
- Federal and state judicial systems
- Principles and practices of effective leadership, management and supervision
- Arizona Department of Administration (ADOA) Personnel Rules and practices, Arizona POST rules and sound correctional practices
- Electronic hiring processes, state and national work force trends and information resources, manpower planning and recruitment techniques
- State and ADCRR policies and practices
- Employment and labor laws, (e.g., FMLA, ADA, USERRA, FLSA, Civil Rights Act, Uniform Standards for Selection and Testing and Industrial Injuries guidelines)

- Develop data sources and analyze data to provide information on trends and other issues
- Work with electronic recruitment programs and other Human Resources Information Solutions (HRIS) software products
- Independently use electronic tools such as word processing, spreadsheets, presentations, and databases
- Conduct job analysis and transfer information to develop accurate position descriptions and classification specifications
- Make recommendations to propose courses of action
- Review salary proposals for equity focusing on sound and legal compensation practices
- Multi-task and manage projects and changing priorities
Selective Preference(s):
- College coursework, training, and/or professional level experience in Human Resources related to areas of assignment, management, budget, leadership
- SHRM, HRCI or other professional Human Resources accreditation
Pre-Employment Requirements:
Requires possession of, and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12).
Employment is contingent on the selected applicant passing a background investigation.

Retirement:
Positions in this classification participate in the Arizona State Retirement System (ASRS).
Enrollment eligibility will become effective after 27 weeks of employment.
