• The Bureau of Women’s and Children’s Health (BWCH) resides within the Division of Public Health Services of the Arizona Department of Health Services and serves as the lead state agency for maternal and child health in Arizona. The mission of the Bureau is to strengthen the family and the community by promoting and improving the health and safety of women and children. Three overarching goals guide the work of the Bureau of Women’s and Children’s Health: Reduce mortality and morbidity among women and children, Eliminate health disparities in health outcomes and access to services and increase access to health care.

Three of the federal grants administered in BWCH are the Family Violence Prevention Services Act, the Rape Prevention Education funds, and the Public Health Prevention Block Grant. The Program Manager position will manage two complex public health programs that are supported by those funds; the Domestic Violence and Sexual Violence Prevention Education Programs. The combined budgets for these programs total approximately $3 million. This position is responsible for managing 15 contractors on average, who provide either shelter and supportive services or sexual violence prevention education.

What You’ll Do:

• The Program Manager will be responsible for developing, managing, and monitoring multiple budgets and contracts, writing applications/reports, creating/updating program-specific policy and procedure manuals, and complying with all procurement statutes and processes. This position will interpret State and Federal laws, rules, and regulations and create program policy to ensure compliance with federal and state legislation. The Program Manager will use state and national data, community input, and current research to guide program direction and implementation. This position will also represent the department and BWCH on state and national committees focused on sexual and domestic violence.
• The Program Manager will coordinate and collaborate with internal partners in addition to community-based stakeholders and federal/state agencies to obtain input on program policies and strategies and leverage resources that will enhance successful program implementation. The Program Manager manages and evaluates the execution of the Domestic Violence and Sexual Violence Prevention Education Programs. This position collaborates with external state and community partners to ensure the Domestic Violence Program supports a seamless system of services across the state by providing evidence-based shelter and supportive services. The Program Manager is also responsible for working with diverse stakeholders and contractors to implement evidence-based/evidence-informed strategies and programs with the goal of preventing sexual violence.

Job Duties:

• Plans, implements, and administers statewide domestic violence and sexual violence prevention to ensure the public is receiving quality, evidence-based/evidence-informed services. This includes creating scopes of work, monitoring contracts, providing technical assistance to contractors and stakeholders, and coordinating professional development opportunities.
• Develops, administers, and monitors budgets to ensure funding is expended in a cost-effective manner to support program goals and ensure funding is spent in accordance with applicable state and federal laws, rules, and guidance. This includes developing and maintaining appropriate budget monitoring spreadsheets/tools, making decisions regarding the allocation of funds, reviewing and approving invoices, and working with contractors to identify and resolve budgeting issues.
• Writes grant applications, annual reports, program update reports, data reports, policy and procedure manuals, social media messages, and other written products as needed to successfully secure funds to support programmatic and administrative functions and share relevant information with diverse audiences.
• Coordinates program evaluation activities with internal and external experts as well as contractors to ensure the programs are able to track and measure data needed to assess program impact and outcomes. This includes identifying data needed to conduct valid program evaluations.
• Represents the Bureau of Women’s and Children’s Health on various state and national committees to coordinate and promote services as well as share expertise to expand and enhance the reach and quality of program strategies/activities.
• Completes other duties as assigned to support the mission of the Bureau of Women’s and Children’s Health.

Selective Preference(s):

• Bachelor’s degree in Public Administration, Business, Public Health or related field and 4 years professional related exp., which included program planning or administration. Master’s degree in a related field may substitute for 1-year exp. Preference is given to applicants with Public Health exp. and those with exp. in sexual assault prevention, domestic violence, and health equity efforts.

Retirement:

• To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit.
