STHK invite applicants for an experienced E-Resourcing leader to join the leadership team in our Strategic Resourcing function.
This role will have operational oversight of the E-Resourcing service offered across the trust through the Allocate Healthroster system.
Recent knowledge and experience in using and managing this system is essential for this vital leadership role.
Confident in your communication style, you will be comfortable in communicating with a range of stakeholders, presenting complex information with ease and be able to use your knowledge and experience to influence managers across the organisation to meet the desired levels of attainment.

Main duties of the job
The primary focus of the post holder will be to provide operational oversight on the maintenance and development of E-Rostering and other HR workforce systems across the trust and to develop and maintain reporting techniques and systems to capture and produce accurate analytical reports to HR and Trust Managers.
Additionally you will lead a team of e-resourcing experts in their delivery of a first class rostering service and support them in maintaining excellence at all levels.
The post holder will be required to use HR and Workforce systems currently in place which include TRAC, NHS Jobs, ESR, Allocate BankStaff, HealthRoster and E-Job Planning to support the HR Directorate on the delivery of a number of trust wide projects.

Team Management
To ensure the E-Resourcing Team provide support generally and flexibly within the Human Resources Department covering for other staff members as required and any duties required as appropriate to the grade and experience of the job holder.
Work in partnership with colleagues to optimise opportunities for working collaboratively towards the provision of an integrated end to end E-Resourcing service.
Develop and implement processes to effectively and proactively manage activity.
Manage the team by holding regular communication and planning meetings and support their continuous development through appraisal and PDP’s.
Manage the day-to-day service of the team.
Service Delivery
Ensure that all enquiries to the department from both internal and external parties are handled effectively and efficiently, e.g. staff and managers.
Support staff in the interpretation of E-Resourcing policies and procedures. Refer complex or highly sensitive matters to the Head of Strategic Resourcing.
Ensure resources are effectively managed within each team.
Contribute to the continuous improvement in the efficiency and effectiveness of the HR Directorate.
Seek customer service feedback from the service users and make recommendations for further improvements to the E-Resourcing function.
Assist users/managers in considering how they can optimise the management information available.
Maintain monitoring systems including responsiveness, customer service standards, tracking fill rate and produce KPI metrics.
Investigate complaints about members of the e-resourcing team or the system, providing feedback to software providers and/or complainants and implementing any necessary changes to aid service improvement – including seeking advice from the HR Advisory team as necessary.
Provide regular management information to the Head of Strategic Resourcing and other senior managers on E-Resourcing activity for the use at performance management meetings to enable identification of rostering issues and develop action plans.
Contract and SLA Management
Assist the Head of Strategic Resourcing in the development of service specifications, tenders, contracts and Service Level Agreements for Rostering workforce services.
Monitor the provision of services under Service Level Agreements/Contracts and highlight performance/quality issues to the senior team.
Retain records of contract activity and expenditure in partnership with finance.
Ensure that financial process, SFI’s are followed.
Governance Compliance
Ensure paper based and electronic record and filing systems are maintained in accordance with the Trust Information Governance and Record Management policies
Implement and monitor Trust compliance with Data protection, Freedom of Information, Equality & Diversity, Equal Opportunities and other HR related legislation as appropriate.
Ensure all evidence is being stored appropriately for NHSLA, NHSI, audit and CQC assessments.
Ensure data protection and confidentiality is maintained.
Ensure all invoices in relation to Software products are quality checked and regular audits are carried out.
Operations Management
Establish service standards are adhered to, procedures are in place and reviewed on an ongoing basis
Attend Workforce Utilisation Group meetings and Roster Oversight Group and any other trust meetings deemed appropriate by the Head of Strategic Resourcing, ensuring actions are processed.
Ensure managers comply with the Trust E-Resourcing Policy
Ensure the design and implementation of administrative policies and procedures to ensure the smooth running of the service.
Highlight and report service requirements, workforce resource and workload impact.
Liaise with the Head of Strategic Resourcing on a regular basis to identify and plan the service to ensure the Trusts needs are met.
Develop and maintain the workforce section of the intranet and internet site, ensuring up to date and relevant policies and information is available.
Ensure that Impact Assessments are completed on policies and procedure
Ensure the integrity of Medical Workforce, HR & Recruitment systems by accurate and timely inputting of information using appropriate HR and financial coding.
Development and maintain HR systems; e.g. HealthRoster and Safecare
Work in partnership with the Workforce Planning and Finance teams to continuously improve management reports.
Monitor accuracy of data entry and take action to ensure standards are maintained.
E-Resourcing Service
Provide professional development and coaching to administration team to enable them to provide good quality advice to service users
Ensure that regular monitoring reports e.g. mandatory training are appropriately actioned referring any issues to the Head of Strategic Resourcing
Audit the quality of support provided by the E-Resourcing team

Essential criteria
Educated to degree level/ or equivalent relevant work experience
Working towards/ willingness to work towards CIPD qualification
Evidence of continuing professional development.
