The focus of the role is to complete all HR administration processes and other processes carried out by the HR team, such as new starters, leavers, payroll, invoicing and freedom of information requests, along with producing accurate HR reports and letters to employees. We require someone with an extremely strong customer focus and an ability to be flexible working on a very broad range of tasks broaden their skills and knowledge across all HR disciplines. The post holder will be the first point of contact for the HR Advisory Team and HR Operational Team support to both workstreams.
Payroll
administer and input into the HR system, working to tight predetermined deadlines
scrutinise, check and challenge payroll instruction prior to inputting HR information data for monthly payroll
review all output data to ensure accuracy and correct as necessary
administer all third-party payment arising from monthly payroll
deal with all enquiries arising from monthly payroll
Recruitment
post job adverts internally and externally
close vacancies, process applications and liaise with managers with regards to their recruitment campaigns needs
file recruitment documents and update the HR system
produce employee contracts and onboarding documentation
administer the new starter process, including administering Disclosure and Barring Service (DBS) checks, checking and filing references
co-ordinate the new employee/starter/induction process
Learning and Development
administer all internal training course bookings by liaising with external training providers and ensuring that material and rooms are prepared in advance of a course
maintain individual training records and record of training providers on the HR and learning management systems
Generalist HR
answer general queries from staff and managers and know when to refer questions to other members of the team
Manage the HR Team inbox, responding to queries and allocating queries to the team as necessary
draft a variety of reports, letters and contracts as required (e.g. new starters, change of salary or conditions, maternity, resignation etc.)
update HR procedure documents, forms and letters, when necessary
respond to freedom of information requests
administer the job evaluation process and associated outputs
update the HR pages on the intranet and council websites
produce letters for employees
co-ordinate the leaver process
prepare and circulate HR reports and metrics e.g. establishment list, sickness data etc.
provide input into HR-related internal audits
Administer all benefits scheme
Review and maintain the HR Risk Register
General office administration
arrange HR team meetings
oversee any other related tasks as they come up
raise purchase orders, code invoices, instruct and liaise with corporate services support to manage the finance request with regards to the HR training/payroll budget on the Council financial system
About You
Your essential skills, knowledge and experience
experience of working within a payroll team, inputting system changes directly and reviewing output data
experience of working on a learning management system
excellent attention to detail and organisational skills
excellent administrative skills to a high standard of quality, including data entry, letter writing, spreadsheets etc.
intermediate MS office skills and ability to adapt to using different databases and systems
experience of producing reports from various IT systems
sound written and verbal communication skills
Your essential qualifications
Good standard GCSEs (grades A to C) or equivalent level of experience
If you have the following experience or qualifications – it’s a bonus
A-levels or equivalent
experience of working in a HR team
experience of using an HR system
