Chief Operations Officer- Education

JOB CHARACTERISTICS:
The Chief Operations Officer (COO) is a member of the Executive Team, reporting to the Superintendent. The COO will provide innovative, visionary, and courageous leadership through the development and management of diverse business operations and support services with our consortium school districts.

ESSENTIAL FUNCTIONS:

• Acts as financial officer for the district.
• Prepares and manages the annual budgeting process including the preparation of estimates and historical data for expenditures, budget calendar and resources for all funds.
• Provides support to districts for Infinite Visions System Administration.
• Supervise and direct the operations of the fiscal, maintenance, and technology departments.
• Work closely with the Superintendent on all matters pertaining to the management of the district.
• Works with Program Directors to see that systems are adequate to provide needed information.
• Provides advisory services to consortium school districts as needed.
• Prepares concise financial statements for the superintendent, board of directors, and others as requested.
• Files required financial reports.
• Interprets financial information and stays current on financial developments and required changes in office and fiscal management.
• Uses independent judgment and initiative.
• Operates accounting software for records management and fiscal reports.
• Assists in the improvement and continual updating of the methods and procedures used in the accounting system.
• Cooperates with local, state and federal auditors and provides information as required.
• Works harmoniously with other employees and deals tactfully with the public.
• Respects confidential information.
• Maintains regular attendance to preserve the continuity of service delivery for the program.
• Meets standards for competent and ethical performance as outlined in OAR 584-020-0035.
• Perform duties in a manner reasonably expected and generally recognized by the profession.
• Perform other duties and responsibilities as assigned by the Superintendent.
• Ability to work with staff, students, and the public in an effective manner and to establish and maintain effective working relationships with other employees.

EDUCATION/CERTIFICATION:

• Bachelor’s degree in accounting or equivalent with major course work in business or accounting.
• A minimum of five years’ developing and managing an operating budget for a complex entity; developing and implementing fiscal policies and procedures; advising management regarding fiscal matters; developing short and long-range plans; assessing training needs and conducting training; developing and presenting financial reports.
• A minimum of 5 years’ experience in accounting functions such as general ledger, payroll, accounts payable, accounts receivable and project accounting, supervision of employees desired

PREFERRED QUALIFICATIONS:

• Experience conducting financial statement audits of local governments within the last ten years; or experience and understanding of governmental accounting, accounting for federal grants and an understanding of how the Federal Office of Management and Budget’s circular A-133 applies to our entity
• Experience with Infinite Visions Administration
• Experience assessing, implementing, and testing internal controls across many functions
• Experience preparing complex financial statements and managing the audit of financial statements from the “client” side
• Knowledge of Oregon Budget Law or the ability to obtain that knowledge
• Demonstrated skill in cash management, cash flow analysis, investments, and other treasury management skills

WORKING CONDITIONS:
While performing the duties of this job, the employee is regularly required to sit, talk, and hear. The employee frequently is required to stand, use hands, walk, and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

TERMS OF EMPLOYMENT:
260 days per year
Salary: $105,000 to $115,000
