The Project Manager is an Information Technology (IT) position and will provide project management skills for implementation of various technology procurements, integrations, and development. This role will primarily interface with the Business Units within TxDOT, the vendor(s), and analyst staff in performing work to support the ongoing testing, environment deployment, and end-user deployment. The Worker should also be involved with the Business Unit to guide any tradeoff discussions on requirements and technical space with the technical team. The project manager will work in an agile and waterfall environment.The Worker shall be responsible for maintaining the timeline for this project, considering technical teamwork in process limits, and coordinating with Business Units for appropriate prioritization/sequencing of necessary work to accomplish software rollout. Further, this individual will work to identify project risks and resolve them before they become issues. The Worker will be responsible for facilitating the collection of costs and cost tracking associate with staff and vendors to meet constraints.The workers responsibilities and skills must include:At least 8-12 yrs of experience with project management and business analysis.Ability to manage projects and be hands on with the team when needed and mentor other staff as needed.Experience with general IT SDLC processes in Agile and Waterfall projects.Ability to create and maintain several project artifacts including Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc.Strong written and verbal communication skills being a creative thinker to solve issues.Mediating business units that may have conflicting requirements.Facilitating and documenting AS-IS and TO-BE process flowsWORKER SKILLS AND QUALIFICATIONSMinimum Requirements:Years Skills/Experience8 Independently performs a variety of complicated project management and business analysis tasks with the expectation to define creative ways to resolve software and project issues in a collaborative, high communication environment8 Experience in creating and maintaining various project artifacts including: Project Timeline, Risk & Issue Log, Communication Plan, Stakeholder Register, etc. Experience with Business Analysis including As-Is and To-Be as well as business recommendations and trade off selections.8 Coordinating and managing multiple projects of all sizes on the order of months to years. Familiar with project management principles and practices through all traditional PMLC and SDLC phases.8 Experience with general IT SDLC processes.5 Experience implementing Agile methodologies and tools such as Scrum and Kanban3 Experience working in hybrid environments where Waterfall and Agile methodologies may exist in a larger programs3 Experience working with Project Management Office process improvement initiatives for establishing frameworks, procedures, processes, templates, and forms for project management activities at each stage within a project lifecycle3 Experience with Testing, test procedures, test artifacts, test planning, including variants of test methodologies.Preferred Skills:Years Skills/Experience5 Experience implementing Agile methodologies and tools such as Scrum and Kanban5 Experience working with State or Federal government in primarily outsourced delivery models3 Business Process analysis and improvement via efficient restructuring and automation.3 Working with Performance Monitoring software and implementations3 Experience with Automated Testing
