Role: HR Manager

JOB PURPOSE:

The HR Manager will lead on HR for the company and is responsible for:

• Efficient and effective resource planning including recruitment, retention and efficient use of resources ;
• All aspects of Employee compliance including recruitment and training;
• Employee training and development;
• Employee wellbeing and engagement
• Managing a variety of ER issues, and overseeing all employee related issues
• Managing HR aspects of ad-hoc projects such as acquisitions (TUPE).

RESPONSIBILITIES

Recruitment and Selection:

• Oversee start to end of efficient recruitment process and promote values-based recruitment
• Work with the Support Office Management Team, Home Managers and HR team to ensure there is a robust resourcing strategy in place to ensure optimum staffing levels
• Co-ordinate recruitment throughout the company through the implementation of robust recruitment processes in line with Regulatory Body expectation
• Work with HR Team to develop and maintain a library of up-to-date job descriptions
• Work with HR Co-ordinator/HR Assistant to implement new recruitment initiatives to minimise vacancies.
• Establishing a PSL for Agency usage and agreeing terms of business
• Participation in recruitment interviews ensuring process and documentation is in line with Regulatory body best practice.
• Participate in recruitment of senior positions
• To ensure that those involved with recruitment understand the legal compliance issues (passport/visa/work permits etc)
• To provide training to all who are expected to undertake interviews
• Ensure new staff who declare illness have a risk assessment undertaken
• Ensure the Resourcing of the organisation is linked to succession planning to provide a consistent pipeline of talent throughout the organisation
• To work with the HR Co-Ordinator/Home Managers on a regular basis to review staffing profiles in line with dependency models

Employment Law and Compliance

• Ensure all HR policies and procedures are up to date and legally compliant
• Review contracts of employment and handbook regularly
• Ensure HR files audits are undertaken on a 6-monthly basis and identify action plans
• Oversee HR processes that are carried out by Home Administrators
• Delivery of a robust on-boarding process (e.g., working time, references, PVG/DBS, Induction and delivery of HR Orientation to all new staff)
• Maintain accurate and up to date statistics in relation to status of ER cases and drawing conclusions
• Work with the HR Team to implement effective HR systems to produce HR management information reports for Senior Management Team.

Training and Development

• Create and participation in delivery of HR training sessions to develop managers in effectively in all people related matters.
• Work with HR Team to source new relevant training.
• To ensure that the organisation has a process in place for succession planning for key roles
• Ensure a clear path of progression is in place for employees and encourage a process of promotion from within the Organisation
• Undertake staffing reviews to establish the correct structures are in place to support business growth and efficiencies
• Supporting the Home Managers in the management of short- and long-term absences

Employee Wellbeing

• To establish, implement and maintain employee wellbeing initiatives
• To engage and communicate with the Care Homes about wellbeing initiatives and raise awareness

Employee Engagement

• Working with HR team and other departments in preparation for annual reward and recognition awards and supporting managers with actions.
• Assist in the organisation of annual awards ceremony.
• Generating reports for long service awards and working with Home Manager to show recognition and appreciation
• Manage the new employee onboarding survey distribution and analysis.
• Manage and review 6 monthly annual employee survey and make recommendations based on findings

Employee Relations:

• Provision of timely advice on all employee relations matters to achieve business focussed solutions.
• Ensure the correct processes are followed in line with policies and current employment legislation
• Conducting fact finding investigations when required
• Implement consistent process for monitoring and reporting sickness absence trends to SMT
• Advise SMT on complex employee issues
• Having a visible presence in the Homes to advise, guide and support managers in best practice to implement policies and procedures fairly and consistently in all aspects of managing their people
• Participation in and minuting of discipline/grievance/absence management meetings and appeals as well as co-ordination of all invite and outcome letters

Performance Management

Work with HR Team and Home Managers to:

• Implement Supervision and Appraisal process for all staff
• Ensure staff have training needs identified and personal development plans agreed
• Review training tools in place to ensure they are suitable and updated for the requirements of the business

Compensation and benefits

• Ensure an annual market analysis of salaries is carried out for benchmarking purposes
• Work with the Support Office Management Team, Finance, and the Care Homes on the review of staff salaries and ensure the appropriate communication goes to each staff member
• Develop a benefits package that aligns to our purpose and enhances retention and recruitment processes.

Management:

Responsible for ensuring the effective development and day to day line management of the HR Assistant and HR Co-ordinator (Across England and Scotland), conducting regular supervisions, annual appraisals and setting and agreeing development plans.

TUPE

• To ensure that HR due diligence has been done prior to TUPE
• To lead on any TUPE projects

Essential candidate criteria:

• Full UK Driving License
• Flexible approach and willing to travel to all Care Homes throughout Glasgow and Bradford
• Diploma in Human Resource Management

COVID-19 Considerations:

All Staff must wear PPE and face masks when on shift and are subject to regular COVID testing to ensure a safe environment for both staff and residents
