Organizational Goals of Objectives: The organizational goals or objectives of this position are: To provide educational programs for the Space Force enlisted continuum of education, to prepare Guardians for increased leadership responsibilities, and to ensure continuity in the instructional systems development process of the Space Force Enlisted Professional Military Education (EPME).
Specific duties:
DUTY 1: 25% Critical. Performs as the lead instructional designer for EPME curricula. Assist in determining education needs and requirements directly affecting Space Force EPME across the EPME continuum. Supports STARCOM education initiatives and assist in solving education needs for Total Force components through development, refinement, and application of education modalities through multiple platforms including distance learning. Uses a variety of needs analyses to determine and develop EPME instruction, and evaluation. Oversees the planning, researching, development, evaluation, and revising of EPME curriculum for EPME resident and distributed learning courses. Attends private sector symposiums and training events to assimilate best practices, synchronize EPME educational methodologies with generational requirements, and develop alternate training methodologies. Supervises teams to accomplish Headquarters required curriculum changes, act as Lead Instructional Designer on behalf of Space Force EPME requirements. Additional duties as may be assigned.
DUTY 2: 20% Critical. Develops, reviews, and revises core curriculum and makes recommendations of learning objectives, course content, methodology, textbook design, evaluation instruments, editing and production and other related aspects of curriculum development. Authors innovative input to the curriculum and review processes as well as the curriculum program plan. Designs assigned core course lesson plans for EPME. Determines the need for curriculum changes and updates lessons, readings, tests and rubrics accordingly. Participates in course development and makes major modifications as required to enhance the curriculum. Creates new lesson plans to improve or keep pace with changing educational developments. Establishes course objectives in assigned areas of responsibility to support curriculum development through direct and indirect research and research methodologies covering: leadership, communication, profession of arms, international security theories, and holistic principles and concepts spanning primary, intermediate, senior and executive levels of EPME. Reviews and coordinates on all changes to EPME lesson plans. Reviews and provides professional recommendations on all EPME educational products. Reviews, provides recommendations, and guidance on EPME data generated from evaluation. Reviews seminar, auditorium, and online critiques where appropriate. Stays abreast of course objectives and goals. Participates in the development of the EPME short and long-range educational plans.
DUTY 3: 20% Critical. Manages a comprehensive program of EPME educational analysis. Designs, implements and manages analysis procedures that measure the effectiveness of EPME curriculum, instruction, school management, evaluation instruments and training aids. Employs needs analysis, statistical validation of evaluation instruments and a variety of advance statistical techniques. Evaluates the impact of instruction through the creation and use of direct and indirect measures of learning evaluated with appropriate statistical tools and methodologies. Manages the collection of needs assessment, feedback, survey, school and curriculum performance and test data. Assists EPME schools worldwide and Educational Program instructional designers in analyzing EPME needs and employing educational analysis data and reports. Provides routine and special analysis reports as required.
DUTY 4: 20% Critical. Serves as a distance learning Instructional Systems Specialist, optimizing the use of instructional technology, course design, and delivery methods. Must have expertise/experience in academic program evaluation, educational analysis, curriculum design, lesson development and institutional effectiveness in a Distance Learning environment. In concert with the Dean of USAF EPME Academic Affairs, Director of Education, Director of Operations, and Director of Distributed Learning, determines the academic and institutional requirements for Space Force EPME to ensure EPME Distance Learning efficacy through design and execution modalities develops and manages the EPME DL educational analysis program, and prepares a detailed EPME DL evaluation program plan in concert with Operations Directorate that uses both quantitative and qualitative methodologies. Analyzes and develops Interactive Multimedia Instruction levels which are appropriate for instructional design, strategy, media, content, and course specifications. Coordinates with contracted vendors when necessary and/or appropriate to ensure all requirements are provided and produced according to contracted Performance Work Statements. Ensures appropriate curriculum design, evaluation, statistical, and survey techniques to determine both institutional and educational program effectiveness.
DUTY 5: 15% Critical. Communicates EPME expertise to internal and external agencies on issues relative to the design and delivery of EPME. Works closely to establish priorities for the development and production of all curricula. Reviews curriculum projects products for accurate completion. Maintains liaison with the Educational Advisor, Dean, Director of Education, program directors, the Community College of the Air Force, Air University, USSF, and DOD agencies involved with Enlisted Professional Education. Represents EPME on various internal and external committees. Prepares and delivers written and oral presentations in response to inquiries about EPME and explain policies and programs. Conducts In-Service Training when required. Presents information at conferences to Commandants and other school members. Coaches, mentors, educates, and trains lesser experienced Instructional Systems Designers to ensure they can reach an adequate proficiency level that allows them to work independently or with little assistance and supervision.
Required Experience:
Required Skills/Experience
Knowledge of adult learning theory, instructional systems design, instructional methodologies, principles of systematic instructional evaluation theory and techniques to include statistical analysis and interpretation.
Knowledge of structure, programs and work methods of enlisted professional military education organizations and programs.
Knowledge of optimizing the use of distance learning instructional technology, course design, and delivery methods, academic program evaluation, educational analysis, curriculum design, lesson development and institutional effectiveness.
Skill in using a variety of sophisticated evaluation, statistical and survey techniques to determine both institutional and educational program effectiveness.
Skill in development and application of analytical methods and techniques to assess educational processes and program effectiveness.
Skill in oral and written communication and skill in using computer systems and ability to create and foster harmonious working environments and development of professional relationships. Working knowledge of USSF Space Competencies
Proficient in Microsoft Office applications (e.g., Word, PowerPoint, Excel, and Outlook)
Ability to hold a Secret Clearance
Desired Skills/Experience
Completion of Air Force Instructor Course or equivalent Joint Service or civilian course/degree
Experience with DoD training/education, including planning and delivering instruction in accordance with the ISD model, training records keeping and documentation
Required Education
Master’s degree from an accredited institution in relevant field (8 years of experience in a relevant field may be substituted for the education requirement)
