Job Description
The Director of Finance and Operations oversees the control of financial operations; including collection, custody, investment, disbursement, accounting, and auditing of all school funds; and develops budget documents in conjunction with the Superintendent. The Director recruits, supervises and oversees the training of finance office staff. S/he formulates and administers, with the Superintendent, all policies and procedures governing financial operations, including the procedures for procurement of goods and services. The Director keeps financial records and prepares annual financial reports, including those required by the District’s auditor. The Director also oversees district food services.
QUALIFICATIONS
Certified or certifiable as a School Business Administrator in Rhode Island
Bachelor’s degree in Business Administration or Accounting; master’s degree or MBA preferred
Broad knowledge of Human Resources Management
Strong written and verbal communication skills
Leadership experience, including evaluation, supervision, negotiation, and management of staff.
Familiarity with Federal and State reporting and auditing procedures, and knowledge of statewide uniform chart of accounts (UCOA)

DUTIES & RESPONSIBILITIES
Coordinates and directs finance office functions, such as accounts payable, accounts receivable, payroll, human resources, grants management, and accounting.
Coordinates and directs school operations functions, such as food services.
Prepares, administers, and audits the district’s operating budget, consistent with municipal and state requirements.
Formulates financial policies and procedures, including cash management and collection functions.
Develops and administers a computerized budget and accounting system.
Maintains records of all financial transactions, including payroll records.
Analyzes accounts, traces errors, and records adjustments.
Prepares financial statements and reports, including expenditure reports, and cost reports to reflect the financial condition of the district. Prepares state, federal, and other reports to ensure that the district receives all reimbursable expenses.
Assists in the preparation of the school budget. Prepares statistics relating to this budget. Calculates and collates information on various budget categories.
Oversees employee benefits, including health and insurance plans, and ensures the preparation and submission of new enrollments, changes, and terminations.
Administers the school district’s workers compensation, liability, and property insurance programs and develops methods of monitoring the district’s liability to ensure that accidents involving personal injury and/or property loss are reported accurately and in a timely manner.
Maintains the school department’s trust, fiduciary, and food service accounts in accordance with acceptable accounting practices and local policies, procedures, and regulations.
Prepares a detailed monthly and annual financial statement for the district and presents information to the public, as requested, concerning the financial operation of the school district.
Administers the purchasing policy; acts as the district’s purchasing agent; directs the procurement process by developing bid specifications, coordinating advertising, analyzing quotations, negotiating service contracts, and recommending awards, in conjunction with the town, as appropriate.
Accounts for all school department revenues and all revenues received by the municipality on behalf of the school district.
Reconciles Medicaid revenues and due-to/due-from accounts with the town finance director.
Analyzes all vendor contracts and contract proposals and costs are the same.
Approves expenditures for goods, services, and salaries.
Establishes and administers an appropriate inventory control program for the school district.
Supervises all accounting operations including, payroll, requisitions and purchase orders, accounts payable, fringe benefits, and file records.
Oversees the district’s food service program, accounting for revenues and expenditures.
Oversees all financial transactions relating to school department transportation services to ensure an efficient and safe operation.
Supervises assigned personnel, providing direction and annual performance evaluations, as well as regular training.
Participates in labor negotiations and costs contract proposals.
Assures district compliance with contract agreements.
Provides periodic updates with principals and department heads as to the status of the budget.
Advises the Superintendent on all matters relating to the district’s business and financial affairs.
Attends school committee meetings, as required.
Adheres to all Scituate School Department policies, state and federal laws and regulations.
Performs all other duties as directed by the Superintendent of Schools.
