THE OPPORTUNITY

Under the direction of the Manager, Policy, the position provides stakeholder engagement and policy advice to Council on Alberta’s safety system that integrates stakeholder perspectives, government policy objectives, the safety system’s legislative and regulatory framework, and operational considerations.

THE DETAILS

1. Responsible for policy development. Key tasks include:

• Conducting research and analysis to identify issues, solutions, and impacts of and to programs, policies, regulation, and legislation.
• Developing recommendations and documentation to support decision making by the Council.

2. Responsible for stakeholder engagement. Key tasks include:

• Identifying opportunities to engage stakeholders in promoting and improving the safety codes system.
• Planning stakeholder engagements including developing engagement plans, data collection materials, data collection tools in accordance with the Stakeholder Engagement Framework and presents the approach to management for decision-making.
• Executing stakeholder engagements and reporting on results.

3. Provide secretariat support and program administration for the ongoing sub-council stakeholder engagement initiatives, including building agendas, coordinating and attending sub-council meetings, taking minutes, coordinating correspondence, providing guidance to working groups, and maintaining a detailed data base of all Council members and their nominating organizations.

4. Responsible for policy and stakeholder engagement project management. Key tasks include:

• Initiating and planning projects using common project management tools and techniques, like project plans and work breakdown structures.
• Establishing mechanisms and documentation to identify risks, mitigations, respond to issues, and take action to ensure quality and that the project is on time, on scope, and within budget. This includes project status reporting.

THE REQUIREMENTS

• Post-secondary degree in Political Science, Economics, Arts, Business, Law, and/or related field. Equivalencies will be considered on the basis of 1 year of education for 1 year of directly related experience.
• Four years of progressively responsible experience, that covers all aspects of policy development.
• Government or regulatory organization policy development experience is an asset.
• Four years of progressively responsible experience in stakeholder engagement, that includes designing the engagement, collecting the qualitative and quantitative data, facilitating focus groups, analyzing qualitative and quantitative data, and writing and reporting on findings, relationship building, and negotiation.
• Two years of experience in managing projects and using industry-recognized project management techniques.
• Experience providing advice to senior decision-makers.
• Experience using office software (e.g., Adobe, Outlook, Word, Excel, PowerPoint, SharePoint, Teams, Zoom).
• Ability to type approximately 60 words per minute for minute taking at meetings where information is shared orally.

About the Safety Codes Council

The (Council) is an independent regulatory body established in 1993 under the Act. The Council provides oversight of Alberta’s safety codes system through a number of key mandated functions including:

• Accrediting and monitoring the compliance of municipalities, agencies, corporations, and regional service commissions in administering the Act within specified jurisdictions.
• For the 300,000 Albertans who live in unaccredited areas of the province, the Alberta Safety Codes Authority (ASCA) conducts permitting, inspections and oversees spill and incident reporting requirements for storage tank systems across the province.
• Training and certifying safety codes officers to inspect the construction, installation and maintenance of Alberta’s structures and systems and administering Alberta’s Master Electrician program.
• Reviewing, formulating, safety codes and standards, and evaluating emerging issues in the safety codes system to provide recommendations to Alberta Municipal Affairs.
• Investigating complaints and conducting investigations on the conduct, performance, or competency of an organization or individual having authority, powers, or duties under the Act.
• Conducting hearings and appeals of orders and written notices issued under the authority of the Act.
