About the Role
We are actively seeking a driven and experienced Procurement Officer to join our Finance and Risk team in a permanent full-time capacity. This role will be reporting to the Chief Financial Officer. In this role you will be responsible for responsible for providing analytical insights, advice related to procurement of goods and services, including process, sourcing, contracts and risk management across the organisation to ensure that RSPCA Victoria is leveraging scale and adopting best practices in the acquisition, reporting and monitoring of third party providers.

Duties and Responsibilities*

• Provide support to the organisation in effectively controlling costs and managing expense budgets through procurement activity, in accordance with the RSPCA Victoria Procurement Policy and associated procedures.
• Working in collaboration with the business, internal stakeholders, and category leaders to identify opportunities and deliver value against agreed financial targets, programs, and plans
• Develop and lead the supply change management across all parts of the organisation, including sharing expertise and best practice as required.
• Ensure the effectiveness of the procurement operating model to achieve agreed targets and optimise cost, performance, and efficiency of outcomes.
• Leading and fostering a cost-conscious culture
• Support broader procurement activity across the RSPCA federation to achieve better outcomes for all states.
• Evaluate procurement strategies based on changing market conditions and business requirements.
• Partner with the business to improve procurement related agreements for materials and services provided to RSPCA Victoria.
• Contribute to a positive and inclusive work environment by effectively communicating and working collaboratively with peers across all departments, and consistently behaving in accordance with the RSPCA Victoria values and associated policies.
• Take reasonable care for the safety of oneself and others, whilst contributing to safe work practices at RSPCA Victoria by knowing and complying with all WH&S policies and procedures.

What we are looking for from you

• Degree in Finance, Accounting, Business Administration, or related field with a minimum of 5 years’ experience in procurement, preferably within a for- purpose organisation
• Proven ability to manage, influence and build rapport with a variety of stakeholders
• Strong problem solving and analytical skills with proven ability to negotiate effectively
• Demonstrated “hands-on” experience and ability to handle procurement-related activities whilst providing a high-quality service to internal customers.
• Previous experience developing and improving procurement processes and systems to deliver measurable results.
• Demonstrated ability to work independently while at the same time keeping internal stakeholders informed of progress.
• Exceptional verbal and written communication skills, including the ability to clearly express ideas, concepts, and models to a variety of people
• Demonstrated ability to think creatively in identifying and delivering cost saving solutions suitable for an organisation.
• Demonstrated achievement in procurement analytics and delivery.
• Undergo a National Police Check.
• Proof of at COVID-19 Vaccination certificate.
