Chief Finance Officer

We are looking for a Chief Finance Officer.

The Opportunity

The Chief Finance Officer is responsible for leading and managing the Mint’s financial strategic objectives; delivering management reporting; overseeing audit activities; and ensuring statutory compliance and effective governance in line with the Public Governance, Performance and Accountability Act 2013.

Working closely with the other senior managers, the Chief Finance Officer is also responsible for assisting the various branches within the Mint in overseeing their financial activities and partnering with the business to deliver financial objectives.

With the focus on improving the internal reporting systems and identifying and implementing opportunities for continuous improvement, the Chief Finance Officer will ensure optimal levels of financial performance management, control and governance. The Chief Finance Officer is also responsible in providing effective financial advice, business improvement initiatives, systems and operational controls to achieve agreed outcomes.

Strategic leadership, people management and project management experience and technical accounting skills are fundamental, as is the demonstrated ability to understand, interpret and apply relevant legislation, particularly in the areas of financial, procurement and risk management.

Duties

• Managing the Mint’s finance function, developing financial and accounting strategies and ensuring compliance with Australian Government accounting requirements.
• Managing, reporting and budgeting of commercial activities including the development of a product/project costing methodology.
• Contributing to the strategic planning and assist in the management of corporate responsibilities of the Mint.
• Providing high-level analysis and advice on corporate issues, in particular financial management, performance and procurement.
• Providing information, advice and support to the Chief Executive Officer on financial activities and plans and issues of financial management, consistent with the PGPA Act 2013.
• Managing the delivery of financial and accounting services ensuring the accuracy and appropriateness of inputs.
• Overseeing the production of standard outputs and reports for senior managers and personally develop and produce more complex and innovative reports for the Chief Executive Officer.
• Developing and monitor the Mint’s budgets, financial statements and portfolio input documents.
• Managing resources including financial and staff resources and support staff to initiate and implement improved financial management systems and processes.
• Developing and reviewing the Mint’s finance and accounting policies, including Accountable Authority’s Instructions and Finance policies, procedures and systems and ensure compliance with each.
• Managing the internal and external Audit processes and other reviews as required, particularly those associated with the PGPA Act.
• Preparing and publishing financial delegations and exercise delegations appropriate to the position of Chief Financial Officer.
• Overseeing the Mint’s responsibilities for procurement and contracts, and travel.

Technical skills and experience

• Technical expertise in relevant areas of the Commonwealth budget processes, internal budget and financial reporting, project financial management, financial statements, controls and assurance frameworks and processes including those controlled by the Department of Finance.
• Effective representation skills to be able to liaise, negotiate and influence with key agencies, including Department of Finance, Australian National Audit Office, The Treasury, etc.
• Demonstrated ability to provide strategic insight and detailed inquiry to the financial position of business activities, programs and projects.
• Demonstrated experience successfully leading finance teams to deliver high quality outcomes in a manufacturing environment, or ability to acquire.
• Exceptional communications skills to inspire the Branch and engage with stakeholders across the Mint.
• Exceptional representational skills to build strategic partnerships across the public and private sectors to ensure the Mint’s goals are achieved.
• Proven ability and core capabilities to prioritise and continuously adapt to deliver results in a dynamic, manufacturing environment.
• Excellent writing skills.
• Be a Certified Practising Accountant or a Chartered Accountant.

The Mint offers a competitive salary plus generous leave provisions, with employer superannuation contributions of 15.4%.

A competitive salary is negotiable, based on the level of skills and relevant experience of the successful applicant. There is some ability to make additional adjustments to remuneration for exemplary applicants.

A relocation package may be available for successful applicants who are required to move to the ACT region before commencement.
