SUMMARY: The County Administrator directs the day-to-day operations of county government. This position shall be appointed by the Board of County Commissioners and shall serve at the pleasure of the Board. Direct, administer and coordinate the activities of Rio Grande County in accordance with policies, goals and objectives established by the Board of County Commissioners (BOCC). Assist the BOCC in the development of County policies and goals that cover County operations. Provide administrative support to the BOCC in implementing the directives of the BOCC. Ensure budget preparation and presentation to the BOCC and administration, including corrective actions throughout the year.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, with other duties as assigned by the BOCC.
· Implements policies established by the BOCC and manage the day-to-day operations of county government.
· Monitor department head progress on board approved budgets, projects, programs, grants and contracts: keep the BOCC apprised of progress on a monthly basis.
· Attend and participate in BOCC meetings and any other meetings the Board may designate; keep the BOCC calendar and support other meetings with relevant information as needed; draft requisite resolutions as needed; prepare the agenda for commission meetings; provide compact, organized and relevant information to assist the Commissioners’ decision-making process.
· Provide staff support and research to the Board such as researching subjects or specific areas of concern; develop and recommend policies and procedures and present same to Board for consideration. Inform the BOCC of pertinent items on the agenda that require their particular attention and concern; provide background data on important matters coming before the Board.
· Oversees and ensures the County’s adherence to all statutory requirements; particularly as to the open records act; and in consultation with County Attorney as needed.
· Prepare and present an annual budget for recommendation to the BOCC, in coordination with the County Chief Financial Officer for the next fiscal year and submit the same to the BOCC as required by Colorado state statutes including: Recommended staffing, operating expenses, capital expenditures, and revenue sources for all departments and agencies of the county government and any other information deemed necessary to justify the recommendations; work with County Chief Financial Officer to stay abreast of budget compliance and development.
· Exercise signature authority for personnel, financial and management actions where authorized or where the direct involvement of the BOCC is not required.
· Review mail and oversee the development and dissemination of public information; respond to public inquiries, complaints and concerns in a tactful, timely and effective manner AND to BOCC how issue is resolved and/or if further attention is required. Represent the BOCC at policy meetings with Federal, State and Local officials; act as county spokesperson in absence of the BOCC AS DIRECTED BY THE BOCC.
· Assume administrative responsibility in areas designated by the BOCC or when special projects dictate.
· Develop and supervise grant applications and awards; monitor expenditure and compliance of grants.
· Conduct regular staff meetings to monitor progress, accomplishments, budget strategies, and plans for the County.
· Monitor legislation pending in the legislature; secure policy direction from the BOCC and communicate to legislators. Act as liaison to congressional lobbyist.
· Function as liaison with County legal counsel on behalf of the County with BOCC approval or when the Board’s intentions have been previously established as to suits or actions, or defenses thereto, in which the County is directly interested and where in the Administrator’s judgment the interests of the County require prompt action; ensures all contracts and grants have County Attorney review prior to submission to BOCC if not pre-authorized.
· Manage, recommend, and develop systems for long range planning and prioritization of projects and programs.
SUPERVISORY RESPONSIBILITIES
Manage subordinate supervisors who supervise employees in County Land Use, Building, Administration, Accounting and finance, Maintenance, Museum and Emergency services. Likely expansion of supervision to include Pest and Weed, Airport, Road and Bridge. Keeping in Mind that Human Resources, Public Health and Social Services are essentially standalone units ing directly to BOCC; Board of Social Services or Board of Public Health. Responsible for the overall direction, coordination and evaluation of these units; carrying out supervisory responsibilities in accordance with the organization’s policies and applicable laws. While the BOCC currently retains hiring/firing authority, it is the responsibility of the Administrator to interview, evaluate, plan and assign positions and workflow. Until the BOCC expresses differently, performance appraisals, disciplinary actions, complaints or problem resolution will be brought to the attention of the BOCC prior to presentation to any employee unless unavailable for immediate response required. Administrator Has DIRECT responsibility for staff in administration and finance, only, at this time; Expansion of supervision of other depts EXPECTED in near future.

EDUCATION and/or EXPERIENCE: Bachelor’s degree (B.A.) from a four-year college or university in Public Administration or Business Administration with two or more years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial s, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
