Senior Engineer (Temporary contract)
Wanted Senior Engineer for a West London Borough Council.
Daily rate: £310.15
Duration approx. 6 months

As Senior Engineer you will be responsible for the engineering design required to deliver the Council’s Capital Project programme service; You will manage individual project design budget allocations for the Capital Programme in excessive of between £500k and £1million a year, assessment of all contractor claims, reviewing external funding streams and including producing monthly monitoring reports for the Assistant Director and Finance ;

You ensure the Council is compliant with current legislation relevant to the Team’s service including codes of practices, Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2014, Road Traffic Regulations 1984, Flood Water Management Act 2010 and Town and Country Planning Act 1990 including required codes of practice and statutory instruments where applicable to the role;

Duties:-

• Design engineering schemes to meet clients requirements.
• Carry out investigations and feasibility studies, (including site investigations), to determine whether projects are both financially and technically viable.
• Carry out the tendering process for the delivery of engineering schemes under the  Councils Contract Code.
• Apply for and carry out necessary procedures – including producing drawings, issuing   press notices for planning permission for various schemes. 
• Undertake contract management including supervising works contractors to ensure compliance with contractual and statutory requirements including – issuing works orders, giving technical approval, assessing valuations and certifying completion of works.
• Retain all necessary financial and other records relating to the activities of the post holder, providing estimates or quotations as required and certifying invoices raised accordingly.
• Authorise and expedite works on a rechargeable basis to private and utility companies, developers, frontagers and others to maximise financial recovery and prevent highway infrastructure deterioration.
• Prepare highway legal agreements, designs, contract documents, works programmes, estimates, quotations, and tenders.
• Control, supervise and monitor works keeping detailed site records. This includes works undertaken for adoption or any other works under the Highways Act or The Town and Country Planning Act.
• Carry out detailed design checks of work carried out by external consultants / contractors to ensure compliance during construction stage with specification and contract documents.
• Advise Councillors and senior professional officers throughout the Council on technical and professional matters which are the responsibility of the team.
• Respond to inquiries from members of the public, Councillors, stake holders, and other departments of the Council and to take appropriate action, without prejudicing the Council’s position in litigation over accidents, planning appeals, and traffic enforcement.
• Attend Departmental, inter-departmental and inter-authority meetings, working parties etc, as Council representative / Group/ Divisional/ Departmental/
• Prepare reports and present reports at Committees and Sub-Committees of the Council    
• Exercise financial control of expenditure in respect of schemes and projects for which the post holder is responsible.
• Keep abreast of technical developments to ensure compliance with statutory requirements
• Carry out performance monitoring and report on indicators as required.
• To participate in the Environment Department’s contribution to ensuring an effective response to civil and other emergencies

Knowledge & Experience:

• Detailed knowledge and understanding of Highway legislation and guidance including the Highways Act 1980, Health and Safety at Work Act 1974, New Roads and Street Works Act 1991.  Understanding of the duties and powers this legislation places on the council.
• Understanding of relevant local policies, guidance and legislation 
• Experience of working within Highways department on projects with minimal supervision and contribution to colleagues’ work on small scale major developments/projects 
• Experience of delivering projects across a range of engineering disciplines including civils, traffic and drainage.
• Experience of using a GIS based database and quantitative risk assessment modelling, eg Ark Map to analysis and map condition survey data.
• Highly developed communication and interpersonal skills and to be able to communicate complex themes in technical and non-technical terms, both orally and in writing, concisely with a variety of different audiences and have the ability to contribute to corporate issues within the organisation.
• Numerate and well organised and be able to analyse and interpret complex data and solutions to technical challenges. 
• Excellent IT skills and experience working with large database systems.
• A commitment to the Council’s equal opportunities policy and the ability to understand and implement the policy in relation to the job responsibilities.
• Experience in producing or reviewing condition survey data
• Experience planning and verifying condition survey data to form Highway strategies.

Essential:

• Bachelor’s degree relevant to Highways, Surveying, Construction (i.e. Civil Engineering, Quantity Surveying, Geography, Environmental Engineering, Environmental Science, Hydrogeology, Geology or equivalent)
• Demonstrable practical experience in working within the Highways industry, liaising with contractors and assessing works orders and repairs. 
• Hold a current Street Works (NRWSA) Supervisor qualification
