Education Requirement

• A master’s degree from a college or university in social, behavioral, or mental health services. Preference will be given to candidates who have completed a doctoral degree in social, behavioral, or mental health services or a closely related field.

Specific Knowledge, Skill, And Abilities (KSAs)

The submitted candidate must be able to apply common knowledge, skills, and abilities inthe following areas:

• A master’s degree from a college or university in a social, behavioral, or mentalhealth services or a closely related field and 10 years of experience in recoveryand/substance use is preferred.
• 10 years in a senior leadership position in a mental health, substance abuse, socialservice, health or similar organization.
• Knowledge of the methods of data collection and analysis.
• Knowledge of basic management principles and practices.
• Ability to collect, evaluate and analyze data to develop alternativerecommendations, solve problems, document work and other activities relating tothe improvement of operational and management practices.
• Ability to organize data into a logical format for presentation in s, documentsand other written materials.
• Ability to conduct fact-finding research.
• Ability to utilize problem-solving techniques.
• Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
• Ability to plan, organize and coordinate work assignments.
• Ability to communicate effectively.
• Ability to establish and maintain effective working relationships with others.
• Ability to travel with or without accommodations.

Primary Job Duties And Tasks

The Department is seeking a candidate for the position of Program Manager (2.Manager)with the following qualifications:

Manage implementation of the Office of Recovery strategic plan including overall responsibility for implementation and ing of key strategies identified in the plan, collaboration with other staff and vendors.

• Provide oversight for the management and administration of SAMH day-to-day operations.
• Ensure the administration of all programs in accordance with agency plans, policies and guidelines.
• Provide statewide oversight for the SAMH program compliance monitoringactivities.
• Lead and/or coordinate the delivery of policy guidance, training, technical supportand other process improvement activities as assigned.
• Supervise designated staff by implementing effective strategies and problem-solving approaches.
• Monitor budget activity to ensure spending is aligned with budget requirementsand program goals.
• Represent the Department at various internal and external meetings withstakeholders at the federal, state and local level.
• Ensure compliance and accuracy of all monthly, quarterly, and annual contracting requirements, program s and data dashboards.
• Oversee program compliance with applicable laws, regulations, funding, agencyrequirements, policies, and best practices.
• Lead the design and implementation the research methodology, data collectionsystem, and procedures for research studies or special projects.
• Perform data review and analysis, including tracking measurable objectives.Contacts and maintains liaison with appropriate state, county, and local officials,private agencies, and business concerns in acquiring necessary information todevelop justifications for program and recommendations.
• Performs other duties as assigned.
• Be creative, flexible, innovative, and research oriented.
• Possess excellent research and writing skills.
• Have experience in designing and executing research to develop policy analyses,program evaluations, management reviews, budget analyses, and similar technicalreviews.
• Understand and appreciate the principles of governmental organization, budgeting,and accountability.
• Have the ability to succeed both with and without extensive direction.
• Move cost-saving and cost-effective health policy forward; and
• Value SAMH’s vision and have the ability to execute projects, assignments, andupdates timely and accurate within a fast-paced environment.
