POSITION TITLE: Finance Officer

REMUNERATION: $74,179.04 – $79,810.64 per year (pro rata where applicable), plus 10% Superannuation, with available salary sacrifice option

QDN is a member based representative body of over 2,000 people with a disability and their supporters. Our vision is that people with disability are active and valued citizens of Queensland. Our mission is to empower people with disability to be fully included as citizens in the social and economic life of the community.
QDN’s work is centered around a strong state-wide network of people with disability across Queensland, to inform, connect, lead and influence change to deliver an inclusive Queensland community.

KEY RELATIONSHIPS AND REPORTING STRUCTURES
The Finance Officer reports to the Finance and Corporate Services Managerand has clear delegation to make decisions within their work stream.
This position works with the Finance and Corporate Services Manager and corporate services team, where interdependencies and collaboration with colleagues, QDN members and internal and external stakeholders is critical to the successful delivery of projects, services and activities.
POSITION SCOPE
This position’s primary purpose is to ensure QDN’s finance functions including accounts payable, accounts receivable, month end accounting procedures and payroll processing are managed effectively. The position is also responsible for QDN’s quality system including the review, reporting and auditing of such.
The appointee will work within the requirements of relevant legislation including the Queensland Human Rights Act, and QDN Quality System and demonstrate commitment to continuous improvement and contribute to internal and external auditing processes as required under ISO9001.
KEY ACCOUNTABILITIES
Fulfil the accountabilities of this role in accordance with human rights principles and QDN’s ethics, principles and values as reflected in the organisation’s strategic plan 2020-23. The Finance Officer will:
· assist the Finance and Corporate Services Manager in the financial planning and coordination of the budget and forecasting
· assist with the preparation of the monthly management reports, at the direction of the Finance and Corporate Services Manager, to ensure sound financial governance, including analysing variances and proactively initiating corrective actions
· work with the Finance and Corporate Services Manager, CEO and QDN Leadership Team, providing advice on financial processes, budgets and expenditure
· review accounts processing (by Administration Officer) and assist as required
· prepare month end accounting procedures – including reconciliations, investments analysis, depreciation, leave provisions and accruals
· maintain the MYOB accounting system and ensure all employee, customer and supplier details are accurate and up to date
· coordinate and manage fortnightly payroll processing (by Administration Officer)
· maintain QDN asset register
· ensure the implementation of QDN’s quality system and support the regular review and maintenance of the system in accordance with ISO standards, including Government Worker Clearance checks
· coordinate the organisational approach and implementation of QDN’s financial papers and electronic records and documents in accordance with the organisation’s procedures and ensure compliance with all relevant national and state legislation
· support the Finance and Corporate Services Manager in coordinating the financial management of contractual obligations with QDN’s diverse funding entities
· support the preparation of Board submissions and reports in relation to any financial, or associated governance matters (as agreed with the Finance and Corporate Services Manager)
· assist in managing QDN’s financial compliance with relevant State and Commonwealth legislation and frameworks including QDN’s Quality Management System, NDIS Quality and Safeguards and Queensland Human Rights Act
· assist with the continuous improvement of the organisation’s financial corporate services processes
· participate actively in QDN specific team meetings and other internal processes
· promote a positive and flexible team spirit within the organisation and,
· undertake other duties and projects as directed by the Finance and Corporate Services Manager and the CEO.
KNOWLEDGE, SKILLS AND ATTRIBUTES
Essential
· tertiary qualifications in accounting (minimum 3 years experience post qualification) and / or demonstrated accounting and finance and payroll skills (minimum 8 years experience)
· experience working with financial software packages
· experience in the Queensland disability industry, including communication with people with disability
· experience in the NDIS sector knowledge and experience in preparing organisational level budgets and monthly management reports
· good communication skills
· ability to work autonomously and take initiative in appropriate circumstances
Desired
· experience using MYOB
· experience in quality management systems including system reviews and quality audit reviews
REMUNERATION AND CONDITIONS
The position is based in Brisbane.
QDN operates under the Social, Community, Home Care and Disability Services Industry Award 2010 and the Finance and Payroll Officer is paid level 4 for up to 38 hours per week.
PRE-EMPLOYMENT SCREENING
The ability to gain a cleared National Police History Check and possess a current Queensland Driver’s License.
The appointee must ensure that they hold and keep current the required registration to perform in the role (e.g. yellow or blue card, AHPRA, driver’s license) and advise QDN of any change in circumstances that may impact on the continuation of registration or license.
