You will work with colleagues in the Sub-Saharan Africa (SSA) Veterinary Medicines Regulatory Harmonisation project team to help develop the proposal for the next phase of the project (SSA3). SSA3 foresees an expansion of the project which will require employment of people with the right skill set in a number of African countries as well as subcontracting of elements of activity. There are a number of options on how the project is operationalised and the post holder is expected to identify and investigate these options and set out the benefits and risks for each option together with costings.
As a HR Business Partner your main responsibilities would be to:
Review options for recruiting and employing personnel from the region to be located in-country in the sub-Saharan Africa region, considering civil service requirements, location, cost, contract type, process, timelines and risks.
Liaise with partners to explore alternative approaches to recruiting and employing people locally in the sub-Saharan Africa region.
Research costs and timescales applicable to recruitment of the proposed posts.
Provide an assessment of all the options and recommendations on the most appropriate approach.
Liaise closely with the project lead and project team to ensure these recommendations fit the project needs.
Undertake research into other aspects of project operationalisation, for example requirements and constraints associated with procurement routes and funding mechanisms (grant vs contract), considerations for agency-to-agency agreements with counterpart regulators.
Assist in preliminary scoping of sub-contractors for elements of project delivery.
You’ll have relevant experience in:
Experience in the recruitment/deployment of people abroad is desirable.
Working with grant management or grant applications desirable.
Familiarity with Civil Service and/or charity sector financial, contractual and/or procurement frameworks is desirable.
Good interpersonal skills and solution-oriented approach.
Prepared to work independently and be proactive/ innovative.
Strong organisational skills, able to work at pace and using own initiative.
Excellent written and oral communications, able to effectively communicate with a wide range of national and international stakeholders.
IT Skills: Microsoft Office (Outlook, Excel, Word, PowerPoint, Teams)
