Introduction:

The mission of the Public Health Accreditation Board (PHAB) is to advance and transform public health practice by championing performance improvement, strong infrastructure, and innovation. PHAB is the accrediting body for Tribal, state, local, and territorial governmental public health departments in the U.S. Accreditation provides a means for a public health department to identify performance improvement opportunities, to improve management, develop leadership, and improve relationships with members of the community.

Position Summary:

The Director of Education and Technical Assistance is responsible for leading the operations of the education and technical assistance services of PHAB. The Director, under the direction of the Vice

President, Strategic Initiatives (VP-SI), also leads or contributes to the ongoing development and implementation of new initiatives and the strategic plan to further PHAB’s mission.

The Director serves on the management team of PHAB. This position has a high degree of independent decision making, strategic thinking, program planning, and program development, with direction and oversight from the VP-SI. This position reports to the VP-SI and coordinates and collaborates with other members of the management team to assure that the strategic and operational objectives of PHAB are met. The Director also works closely with members of the Accreditation Program Team and Public

Health National Center for Innovations, on the development and implementation of education and TA.

Position Responsibilities:
Manages operations, administration and programmatic work of the education and technical assistance services program

• Manages, supports, and develops the education and technical assistance team
• Provides individual supervision to assigned supervisees and collaborates with and informs supervisors of staff who are not primary assignees but who contribute to education and TA services
• Develops and leads effective training and educational strategies
• Leads day to day program management including monitoring and reporting on implementation of education/TA projects and workplans, associated deliverables and outcomes and monitoring of contracts
• Makes recommendations to VP/CEO on technological/budgetary needs of education/TA
• Ensures clear and consistent understanding of PHAB programming to inform educational/TA products

Leads or contributes to the development of new initiatives and accreditation-related education and TA products

• Contributes to the development of education/TA strategy for PHAB
• Conceptualizes, develops, and implements, in coordination with internal and external stakeholders, new initiatives
• Develops high-level policies and processes
• Participates in communications and market analysis efforts for new initiatives or products to gauge interest
• Uses research and evaluation to support the development and continued improvement of those initiatives or products
• Collaborates with staff, partners, and customers to conceptualize and create products /product lines that support the mission of PHAB
• Maintains situational awareness of best practices, policies, and data around adult learning and education and implements them in all PHAB education/TA activities
• Develops and implements a plan to provide TA outside of the accreditation program and fees (e.g., consultation and trainings)

Builds and sustains internal and external relationships

• At the direction of the VP-SI, manages relationships with partner organizations, including Foundations and other funders, that are engaged in furthering accreditation, performance management, quality improvement and innovation in public health
• Engages with PHAB’s national partners to foster accreditation, performance management, quality improvement and innovation in public health
• Promotes importance of education and technical assistance to leadership and Board
• Develops and promotes the value and ROI of PHAB education/TA, including consultation, to the public health field

Participates in and supports leadership, administrative and programmatic activities of the organization

• Active participant and leader in the management team of PHAB
• Participates in the organization’s strategic planning and takes lead responsibility on key strategic priorities as agreed with the CEO and the VP-SI
• Provides Education Services activity reports, presentations, and webinars to the Board of Directors and staff
• Provides webinars and presentations to the field
• Contributes to PHAB’s brand and communications strategies via social media, authoring opinion and peer-reviewed research articles, blog posts, and articles for the PHAB e-newsletter

Knowledge and Skills required:

• Advanced degree (Master’s or Doctorate) in public health or related field is required; APTD/CPTD or equivalent preferred
• 5+ years of progressively responsible experience in program management and staff supervision experience must include the development and delivery of adult learning and technical assistance and experience of providing education to diverse audiences
• Additionally, 3 to 5 years’ staff-level experience in public health related practice, education, training, and technical assistance
• Excellent written and verbal communications skills as demonstrated by clear record of accomplishment in providing training and informational presentations and developing written guidance, rules and regulations, requirements, or other quasi-regulatory documents
• Demonstrated track record of adaptive leadership, innovation, creativity, flexibility, collaboration, strategic thinking, implementation of strategy through collaboration in teams and across teams, and valuing inclusion & diversity
• Proficient in Microsoft Office 365
• Experience using educational authoring software
• Experience using a learning management system
• Demonstrated experience developing and implementing effective trainings for in-person and virtual environments

Role Impact:

The Director of Education and Technical Assistance contributes to strategy and business development, mentoring and development of staff, and focuses on implementation of strategy and programs in area with some responsibility for work across units and teams. Additionally, the Director is responsible for contributing substantively to the advancement of PHAB in accordance with stated goals and workplans, bringing national visibility to PHAB educational and technical assistance products and services in public health.
